In 2000, the Government of Rwanda developed Vision 2020 which aims to transform Rwanda into a middle-income country, one in which its citizens are healthier, educated and prospering.

To realize the goal of Vision 2020, the Government of Rwanda required the participation of Private Sector companies, to develop the skills and technology needed to achieve competitive advantage. In 2010, a development company Digitech Solutions was registered to execute various projects in the energy, IT and healthcare sectors, these were eventually established as individual subsidiaries. During 2012, Digitech Solutions was rebranded and restructured to form an investment holding company Ngali Holdings.

Consultancy Services for Land Development Options Advisory

1. Background and Context

Ngali Holdings owns two strategic land holdings in prime urban locations of: 

  • Kacyiru Sector, Inyange Village, Kibaza cell, Gasabo District, Kigali city, and at Kacyiru below Immigration and RBA Budlings apportioned into four UPIs i.e., UP11/02/07/03/410, UPI 1/02/07/03/411, UPI 1/02/07/03/412 and UPI 1/02/07/03/413.
  • Niboye Sector, Kicukiro District UPI 1/03/09/01/240, Gatare Cell Taba Village with C1-Mixed use zone. (Size 1,073Sqm)

Ngali Holdings has earmarked these two prime lands for developments in line with the City of Kigali development strategy and urban planning guidelines and to align with CoK Targets. And to attain best development usage, it is seeking the services of a qualified firms to advise on an optimal development option for both prime lands. 

The consultancy aims to assess development potential, prepare viable development scenarios, propose investment and financing strategies, and support Ngali in positioning the land for optimal use and value creation.

2. Objectives of the Consultancy

The main objective of this consultancy is to enable Ngali to make informed and strategic decisions on the optimal use of the identified land parcels.

The specific objectives are to:

  • Assess the development potential and constraints of the sites, including regulatory, technical, and market considerations;
  • Develop feasible, sustainable, and market-responsive development concepts and options;
  • Recommend optimal land use and appropriate project structuring options (such as Public–Private Partnerships, Joint Ventures, lease arrangements, or direct development);
  • Propose viable investment and financing strategies aimed at mobilizing private sector capital;
  • Support Ngali in positioning the land parcels to attract credible and capable development partners.

3. Scope of Work

3.1. Site Assessment

  • Review and assess the site’s physical characteristics (topography, accessibility, environmental conditions, services, and existing structures).

3.2. Development Options Advisory

  • Advise on the optimal land development option to Ngali
  • If construction is advised, propose at least three development scenarios (e.g., commercial, mixed-use, residential, institutional).
  • Analyze technical and commercial feasibility for each scenario.
    Provide comparative analysis and identify the most viable development option(s)

3.3. Financing & Investment Mobilization

  • Recommend appropriate financing and investment models (e.g., PPP, JV, co-development, or outright lease/sale).
    • Advise on structuring approaches to minimize financial risk and maximize return.

5. Consultant Qualification Requirements

  • Minimum 5 years of proven experience in property and land development advisory.
  • Successful delivery of at least three (3) similar assignments in scale and complexity.
  • Strong technical expertise in urban planning, architecture, engineering, real estate development, and project finance.
  • Proven capacity to structure or mobilize private investment for real estate projects.
  • A qualified multidisciplinary team, including:
    - Urban planner/architect
    - Financial and investment advisor
    - Legal/land use expert
    - Project manager

6. Proposal Submission Requirements

A. Technical Proposal

  • Company profile and background.
    • Description of relevant experience with evidence of similar assignments.
    • Understanding of the assignment and proposed methodology.
    • Detailed work plan and deliverable schedule.
    • Proposed team composition, qualifications, and CVs.
    • References from at least two previous clients.

B. Financial Proposal

  • Detailed Cost breakdown by activity and expert.
    • Proposed payment schedule linked to deliverables.
    • All costs must be quoted in Rwandan Francs (RWF), inclusive of applicable taxes.
