Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

0. Context

0.2. About the Digital Transformation Center’s AI Hub

One of the focus areas of the Cluster Digital Transformation & Digital Economy is Artificial Intelligence. Through the AI Hub Rwanda at the Digital Transformation Center, GIZ contributes to sustainable and open approaches to AI in Rwanda and at the regional level. This includes skills and capacity building, creating and providing AI training data openly on accessible platforms, and developing policy frameworks to promote AI adoption in Rwanda. 

The vision of the AI Hub Rwanda is to co-create a vibrant and inclusive ecosystem in Rwanda harnessing the benefits of open and ethical AI for sustainable development. The mission is empowering our partners through providing open-source AI training data, AI models, capacity building, development of ethical policy frameworks and building community-driven AI solutions. 

0.3. Digital & Green Innovation Accelerator (DGIx)

The Digital & Green Innovation Accelerator (DGIx) program is a multi-country initiative launched by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) under the #TeamEurope framework. Implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and supported by additional European partners—including Belgium, France, the Netherlands, and Estonia—DGIx champions digital transformation and climate innovation in developing economies.

The aim of DGIx is to accelerate the deployment and scale-up of digital solutions that directly address critical environmental and socio-economic challenges. By fostering ecosystems of innovation, strengthening market readiness, and facilitating partnerships, DGIx positions startups and emerging ventures as vital contributors to resilient, inclusive, and sustainable development. In Rwanda, DGIx supports the winning startups in not only scaling their technologies but also in embedding themselves within, or gaining access to, both local and regional ecosystems. The program emphasizes building partnerships with governments, development actors, and innovation communities. At its core, DGIx invests in bold ideas led by committed teams, with the goal of fostering locally adapted, globally relevant innovations.

The DGIx accelerator includes tailored technical assistance, business development services, ecosystem integration support, and strategic matchmaking with public and private stakeholders. 

Landslide and flood disasters have a significant and often devastating impact on people's lives and livelihood. On 2nd and 3rd of May 2023 alone, rainfall-induced landslides and floods caused significant damage in the North and Western parts of Rwanda, resulting in 135 fatalities, 106 injuries, the destruction of over 5,000 homes, and extensive damage to critical infrastructure, including schools and roads. 20,000 people were directly affected and more than 50 000 people indirectly affected. Direct losses from May 2nd and 3rd alone exceeded USD 300 million, bearing dire implications for Rwanda's environment and the socio-economic well-being of its people. The previous project monitored the disaster over an areas of 12 km². The project team sent a detailed report of this disaster at the monitored site to MINEMA with more than 20 landslides which were identified manually on the collected images.

The winning solution aims to scale and improve disaster risk reduction (DRR) through research, development, and modern technologies, incorporating recommendations from the predecessor project. The project aims to reach more than 40 000 beneficiaries. It will be implemented in close collaboration with local stakeholders as well as MINEMA, RSA and RWB. 

The tasks of this project includes the requirements on technology of data handling such as automated data chain for monitoring: From decentralized local acquisition of images and weather data, buffering, data transport to a centralized server at RSA and long-term storage, and visualization of the images and data with a browser.

0.4. Hesotech GmbH

Hesotech GmbH is a Germany-based environmental and automation technology company and one of the selected winners of the DGIx cohort. Founded to bring cutting-edge artificial intelligence to underserved regions, Hesotech specializes in building tools for disaster risk reduction, environmental monitoring, and critical infrastructure protection. Its flagship solution integrates “real-time” image analysis, geographic data, and AI-powered early warning mechanisms to support governments and communities in responding to natural hazards such as landslides and floods. In 2022–2023, Hesotech implemented a pilot project in Rwanda, focusing on landslide-prone areas. This initiative involved deploying camera systems and analytics software to detect environmental changes and alert authorities. The pilot generated vital insights—not only about the technical feasibility but also about the operational, social, and institutional environments needed for success.

As a winner of the DGIx program in Rwanda, Hesotech uses its platform called iMaster-DocuCam system to monitor several hotspot areas and to develop open-source AI algorithms to recognize disasters and identify early signs of disasters. The solution aims to provide insights into detecting and monitoring geophysical events such as landslides and soil movement as well as water level abnormalities through high-resolution imaging and automated change detection. Hesotech’s engagement in Rwanda has primarily been through pilot initiatives, collaborating with local agencies to monitor landslide-prone areas. However, Hesotech is not just a technology provider—it is a value-driven organization committed to collaboration, open-source development, and capacity building. A key component of its current phase in Rwanda is the development of open-source evaluation models through an open-source initiative. This initiative reflects Hesotech’s commitment to promoting transparency, knowledge-sharing, and accessibility, allowing researchers, students, and other innovators to build on its work and contribute to continuous system improvement.

As part of the project implementation for the Disaster Risk Reduction Management monitoring application, Hesotech is working closely with several Rwandan institutions:

  • The Ministry in Charge of Emergency Management(MINEMA), as main stakeholder, overseeing and coordinating institution.
  • The Rwanda Space Agency (RSA), which will host the system’s data infrastructure, ensuring long-term access, security, and alignment with national digital strategies.
  • The Rwanda Mining, Petroleum and Gas Board (RMB), which will use the technology for the monitoring of landslides and geohazards. 
  • The Rwanda Water Resources Board (RWB), which will apply the technology for flood monitoring.

These partnerships are central to ensuring that the system is not only technically sound but also embedded in national priorities, sustainable over time, and accessible to a broader community of users.

Building on its pilot and momentum from the DGIx program, Hesotech is now entering a critical phase: transitioning from a temporary project partner to a fully established local presence in Rwanda. This next step is both strategic and deeply rooted in the values of co-creation, sustainability, and local ownership. To support this process, Hesotech is working closely with GIZ Rwanda’s DTC’s AI Hub, which has provided advisory services and assistance with the implementation of the program. The goal is to integrate the company’s technologies and operations into Rwanda’s ecosystems while adhering to local norms and regulations. Hesotech seeks business support in Rwanda to ensure its sustainable establishment, including access to hands-on guidance, local expertise, strategic advisory, creation of business partnerships and quality leads. The consultant will serve as a bridge between Hesotech’s international leadership, its local team and Rwanda’s institution and business environment.

This business support will be provided through a short-term intervention, designed to lay the foundation for Hesotech's legal, operational, and strategic integration into Rwanda. This includes advice on administrative and legal topics for running a business in Rwanda, mentoring local team members, developing and executing a go-to market strategy, and aligning with relevant public, private, and academic stakeholders. The support is supposed to help Hesotech transition its technical success into a viable and scalable business presence.

The support that Hesotech receives through the DGIx not only provides financial support for building the use case described but also ensures that the startup has access to strategic support, mentoring, and implementation assistance. This structured approach aims to enable Hesotech to build strong partnerships, scale its technologies effectively, and contribute to Rwanda’s digital transformation and disaster resilience efforts.

0.5. Structure and Approach of Business Support

Hesotech with support by GIZ has already taken initial steps toward establishing its operations in Rwanda. These include early-stage regulatory research, ecosystem scoping, stakeholder outreach, and company registration. The purpose of this business support intervention is to build on these efforts through a targeted, responsive, and collaborative approach.

The structure of the business support will be guided by the following principles:

  • Complementary Engagement: The consultant will not replicate work already completed by Hesotech but will instead focus on filling critical gaps and advancing priority areas toward operationalization.
  • Flexible Work Planning: While the engagement is organized into specific work packages (see Section 2), the consultant is expected to remain adaptive and responsive to evolving needs or opportunities during the support period.
  • Reference to Completed Items: Tasks already initiated or completed by Hesotech (e.g., draft legal filings, pilot site assessments, initial partner outreach) will be acknowledged in planning and coordination but will not be treated as part of the consultant’s deliverables.
  • Milestone-Driven Delivery: The consultant will focus on delivering concrete, actionable outcomes within each priority area, while maintaining flexibility to shift efforts if priorities change due to stakeholder input, regulatory processes, or unforeseen challenges.

This open and adaptive structure allows the consultant to act as a hands-on, problem-solving partner, supporting Hesotech in laying the groundwork for a legally compliant, operationally ready, and locally integrated presence in Rwanda.

1. Tasks to be performed by the consultant

This section outlines the key support areas where the consultant will help Hesotech establish a strong and lasting presence in Rwanda. From legal setup and building local partnerships to tailoring the business model and crafting a communication strategy, the consultant’s role is to guide Hesotech through the important early steps. A special focus will also be on making Hesotech’s evaluation model open-source, ensuring transparency and collaboration. The goal is to turn Hesotech’s technical success into a real, sustainable business that benefits Rwanda and beyond. 

The consultant is responsible for providing the following services:

Work Package 1: Business Needs Assessment 

The business needs assessment phase focuses on identifying Hesotech’s current capabilities, challenges, and priorities to support its successful establishment and scaling in Rwanda. This phase will evaluate operational, legal, technical, and strategic gaps, providing a clear roadmap for tailored support.

This involves the following tasks:

  • Conducting interviews and collaborative sessions with Hesotech’s team and local stakeholders as well as reviewing Hesotech’s setup, technology offer, business concept and other documentation 
  • Analyzing collected data to identify key areas requiring intervention and support.
  • Collaborating with Hesotech and GIZ to clarify strategic goals, such as sustainability, impact, and ecosystem integration.
  • Analyzing Rwandan market, identifying priority sectors and applications.
  • Preparing a comprehensive assessment report for joint review and approval.

Deliverables:

  • Inception report including:
    • Market analysis incl. definition, segmentation and ideal customer profile, competitor mapping, differentiation strategy, sector or application prioritization 
    • Business Needs Assessment outlining capabilities, gaps, priorities, and recommended support areas.
    • Validated report approved by Hesotech and GIZ guiding the implementation of subsequent work packages.

Work Package 2: Business Model Localization and Go-to-Market Strategy

This work package is designed to develop a practical go-to-market strategy. The focus will be on aligning the company’s value proposition with local needs, identifying viable revenue streams, and exploring effective ways to introduce its solutions through pilots, partnerships, or direct deployments.

This involves the following tasks:

  • Creating and refining elements of go-to-market strategy as specified under deliverables incl. activities related to it such as collaborative sessions with Hesotech, market research
  • Advising and hands-on support on developing customized pitches and offers to potential clients incl. advising on packaging of value-added services and bundling opportunities. 
  • Facilitating initial contacts, meetings, and supporting formalization of partnerships.
  • Advising on personnel strategies 

Deliverables

  • Go-to-Market Strategy document including:
    • From WP1: Market analysis incl. definition, segmentation and ideal customer profile, competitor mapping, differentiation strategy. In addition to WP1: the creation of an opportunity matrix rating and quantifying opportunities
    • Stakeholder mapping and list of target clients and partnership opportunities with engagement plans incl. government agencies, NGOs, private sector players, innovation hubs, and support programs prioritized on clear criteria; clear timelines & milestones
    • Value proposition and positioning, incl. customer pain points and unique value proposition
    • Product & pricing strategy incl. varieties of product offers, pricing model grounded in perceived benefit of target segment; updated business model and financial projections 
    • Sales & distribution model incl. the sales approach, distribution strategy and customer journey mapping
    • Customer success and support incl. onboarding process, customer support channel and retention strategy
    • Appropriate KPIs & success metrics (in final version), e.g. evaluation of sales pipeline such as lead conversion rate and quality of relationships
    • Team and execution plan incl. roles and responsibilities between Hesotech Germany and Rwanda, staff concept for sustainable operations in Rwanda
    • Risk and adaptation plan incl. market entry risks, mitigation strategies and feedback loops
  • Customized pitch documents and at least 3 customized offers to potential clients in collaboration with Hesotech
  • Facilitation of at least 5 meetings with highly prioritized potential clients or partners in collaboration with Hesotech
  • Hesotech Rwanda team member(s) confirms capacity to carry out structured sales process incl. the creation of customized offers for potential clients 

Work Package 3: Legal Setup and Regulatory Compliance

This aims to support Hesotech in legally establishing its operations in Rwanda while ensuring full compliance with relevant laws and sector regulations. 

This involves:

  • Guiding the company through registration and incorporation processes
  • Advising, transferring knowledge, hands-on support with complying with sector-specific standards and licensing, tax obligations, and other relevant regulatory topics related to company operations in Rwanda, including HR compliance and obligations towards RSSB, RRA and RDB
  • Guiding how to comply with relevant regulations and supporting necessary work steps
  • Advice on accounting processes including integrated accounting systems

Deliverables:

  • Completed legal registration and incorporation documentation.
  • Regulatory compliance roadmap covering licenses, tax, data protection and other relevant regulations.
  • Necessary licenses registered/applications are handed in by the company.
  • Advisory report on legal considerations specific to Hesotech’s operations.

Work Package 4: Communication and Brand Localization

This work package aims to craft a communication and branding strategy that connects with local audiences while staying true to Hesotech’s core values of inclusivity, collaboration, and sustainability. As the company establishes its presence in Rwanda and begins engaging with potential partners, researchers, and sector stakeholders, clear and culturally relevant messaging will be essential. Activities under this work package will include supporting Hesotech with participating in public talks, joining relevant community networks or professional associations, and building visibility through platforms aligned with Hesotech’s mission and focus areas.

This will involve:

  • Developing messaging, visual identity, and content that reflect local cultural norms and effectively communicate Hesotech’s mission.
  • Supporting in planning and coordinating participation in media activities, public events, and relevant community or sector-specific forums.
  • Creating communication materials that are tailored to the Rwandan context and resonate with target audiences, including researchers, partners, and government actors.
  • Mentoring 2-3 people from Hesotech team on public speaking and representation

Deliverables:

  • Localized communication and branding strategy document and material.
  • A media and outreach plan, including a calendar of upcoming events and engagement opportunities.
  • A set of branded communication materials such as brochures, pitch decks, and social media assets adapted for the local context.

2. Concept

In the tender, the tenderer is required to show how the objectives defined in Chapter 2 (Tasks to be performed) are to be achieved, if applicable under consideration of further method-related requirements (technical-methodological concept). In addition, the tenderer must describe the project management system for service provision.

Strategy (1.1): The tenderer is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Chapter 1 Context) (1.1.1). Following this, the tenderer presents and justifies the explicit strategy with which it intends to provide the services for which it is responsible (see Chapter 2 Tasks to be performed) (1.1.2).

The tenderer is required to present the actors relevant for the services for which it is responsible and describe the cooperation (1.2) with them.

The tenderer is required to present and explain its approach to steering the measures with the project partners (1.3.1) and its contribution to the results-based monitoring system (1.3.2).

The tenderer is required to describe the key processes for the services for which it is responsible and create an operational plan or schedule (1.4.1) that describes how the services according to Chapter 2 (Tasks to be performed by the contractor) are to be provided. In particular, the tenderer is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors (partner contributions) in accordance with Chapter 2 (Tasks to be performed) (1.4.2).

The tenderer is required to describe its contribution to knowledge management for the partner (1.5.1) and GIZ and to promote scaling-up effects (1.5.2) under learning and innovation.

3. Personnel concept

The tenderer is required to provide personnel who are suited to filling the positions described, on the basis of their CVs (see Chapter 7), the range of tasks involved and the required qualifications.

The team will combine business development expertise, legal compliance knowledge, and communication and marketing support, contributing to Hesotech successfully establishing itself in Rwanda and operating sustainably.

The expert roles are envisioned for implementation but might also be filled by fewer (or more) experts.

As part of the personnel concept, the bidder is required to indicateclearly in the bid which person would cover which expert role(s)

Team leader: Business Development Specialist

Tasks of the team leader and business development specialist

  • Overall responsibility for the advisory packages of the contractor (quality control, adherence to deadlines and budget)
  • Leading and implementing the business needs assessment and the measures agreed upon, developing and delivering the go-to-market strategy and business localization
  • Coordinating closely with Hesotech leadership, GIZ AI Hub, and Rwandan stakeholders to ensure smooth communication and alignment
  • Reporting regular progress to Hesotech and GIZ AI Hub.

Qualifications of the team leader and business development specialist

  • Education/training (2.1.1): university degree in Business Administration, Entrepreneurship, or related 
  • Language (2.1.2): C1-level language proficiency in English, C1-level language proficiency in Kinyarwanda
  • General professional experience (2.1.3): 6 years of professional experience in the business support sector consulting SMEs or start-ups
  • Specific professional experience (2.1.4): 3 years in design and implementation of go-to-market strategies, 2 years in working with international companies establishing themselves in Rwanda, 2 years in business support to technology companies
  • Leadership/management experience (2.1.5): 1 year of management/leadership experience as project team leader or manager in a company
  • Regional experience (2.1.6): 4 years of experience in projects in Rwanda 
  • Development cooperation (DC) experience (2.1.7): 2 years of experience in DC projects

For the technical assessment, an average of the qualifications of all specified members of the expert pool is calculated. Please send a CV for each pool member (see below Chapter 7 Requirements on the format of the bid) for the assessment.

5. Inputs of GIZ or other actors

Hesotech is expected to make the following available:

  • Transportation on site with project vehicle in case of business or field trip

6. Requirements on the format of the tender

The structure of the tender must correspond to the structure of the ToR. In particular, the detailed structure of the concept (Chapter 3) should be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). The tender must be legible (font size 11 or larger) and clearly formulated. It must be drawn up in English (language).

The complete tender must not exceed 5 pages (excluding CVs). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.

The CVs of the personnel proposed in accordance with Chapter 4 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 2 pages each. They must clearly show the position and job the proposed person held in the reference project and for how long. The CVs can also be submitted in English (language).

Please calculate your financial tender based exactly on the parameters specified in Chapter 5 Quantitative requirements. The contractor is not contractually entitled to use up the days, trips, workshops or budgets in full. The number of days, trips and workshops and the budgets will be contractually agreed as maximum limits. The specifications for pricing are defined in the price schedule.

Technical offer must include the following documents: 

Eligibility documents: 

  • Self-declaration of eligibility for the award 
  • Company administrative documents: registration certificate (RDB), VAT registration certificate and Valid Tax clearance certificate 
  • Three Company References for the completion of similar assignments in the last 3 years, as described in the eligibility assessment grid

Technical proposal: 

  • Technical Proposal (attached template for technical proposal MUST be used) 
  • Up to date CVs of proposed experts

11.2. Financial offer: 

Financial offer indicates the all-inclusive total contract price, supported by a breakdown of all costs as described in the specification of inputs. The costs must be in RWF and VAT excluded (Price schedule must be used).

Your EoI has to be submitted in 2 separated emails to RW_Quotation@giz.de until latest 12.01.2026:

  1. The technical offer has to be submitted in 2 PDF file format (eligibility/technical) and as attachment to the email with the subject: : 83503906 -Technical offer.
  2. The financial offer has to be submitted in PDF format and as attachment to the email with the subject: : 83503906 Financial offer.

If the emails exceed the default email size of 30MB, offers can be exceptionally submitted through https://filetransfer.giz.de/, as indicated. The subject of recipient notification must be edited with the subject indicated above and the notification message must include the password to access the files. 

Offers submitted through any other sharing platform, as google documents or similar will not be considered.

Without the subject mentioned, your offer may not be considered

Offers submitted in hard copy will not be considered.
