The above-mentioned call for proposals is organised by Enabel Rwanda, implementing the DeSIRA+ initiative in Central Africa. Enabel acts pursuant to the mandate granted by the European Union to implement the DESIRA + project. All activities and commitments undertaken by Enabel under the call for proposals are carried out within the framework of that mandate.
