The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Rwanda for more than 40 years.

Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

  • Governance and democracy
  • Digitalisation

Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.

I. General information

Brief information on the project

The project “Promoting Women’s Economic Empowerment in Rwanda” (WEE) was commissioned by the German Federal Ministry for Economic Cooperation and Development and is being implemented by GIZ Rwanda in cooperation with the Rwanda Ministry of Trade and Industry. The WEE project aims to enhance the economic participation of women in Rwanda.

Context

The WEE project is cooperating with Data Systems Ltd. to implement a capacity building program for IT specialists and empower 60 women through skill-building opportunities and job placement.

The WEE project seeks to secure a one-year rental agreement for a suitable venue. The lease will be managed by Data Systems Ltd. on behalf of GIZ for the duration of one year.

  • GIZ shall hire the contractor for the anticipated contract term, from 01.04.2025 to 31.03.2026.
  • The contractor shall provide a rental venue with the following specifications:
  • Size: 160 - 300 sqm
  • Location: Nyarugenge, Downtown, near Makuza Plaza

Safety & Accessibility:

  • Fire safety exits
  • Fire and smoke detectors
  • Disability access (or located on the ground floor)

Infrastructure & Maintenance:

  • Sufficient natural lighting (windows)
  • Well-maintained (no mold)
  • Minimal noise interference
  • Open plan set up, or flexible wall partitions, or limited number of rooms

Utilities & Facilities:

  • Minimum two toilets with washing facilities
  • Permanent availability of water and electricity (will be paid by occupant separately)
  • High speed internet infrastructure available (will be paid by occupant separately)
  • Lockable storage room

Payment terms: Payments will be done in Rwandan francs and payment plans will be discussed during the negotiation stage.

Proof of eligibility

Bids that are unable to provide the following evidence must be rejected:

Commercial eligibility:

  • Evidence of commercial register entry (i.e. Registration Certificate issued by RDB)
  • Evidence of tax registration (i.e. VAT certificate by RRA)
  • Evidence of tax clearance (issued by RRA)
  • Occupancy Permit (confirmation that building designated for commercial or mixed-use purposes)
  • Evidence of right to lease (title deed or relevant sub-lease agreement)

Technical eligibility:

  • Evidence of minimum size requirements: minimum 160 sqm
  • Evidence of minimum location requirements: Nyarugenge, Downtown, within a 700-meter radius of Makuza Plaza

Technical bid

Proof of fulfillment of the criteria no. 1 - 5 in Chapter I.4) must be provided (floor plan, photos and other documentation).

Site visits may be requested.

Financial bid

The bidder must provide a quotation as a cost per square meter per month in Rwandan francs (without VAT).

Offers submitted through any other sharing platform, as google documents or similar will not be considered.

Offers submitted in hard copy will not be considered.
