Background:
LuNa Smelter Ltd is a leading, responsible, and high-quality tin supplier based in Karuruma Cell, Jabana Sector, Gasabo District, Kigali, Rwanda. As part of its operational strategy, LuNa Smelter Ltd wholly owns the Mbogo mine site, which is licensed to exploit Cassiterite, Coltan, and Wolframite, collectively referred to as 3Ts. The mining license, RMB/LSM/03/112022/112023, is valid from November 29, 2022, to November 28, 2032.
Following the issuance of this license, LuNa Smelter Ltd dedicated the first six months to aligning feasibility studies with current economic conditions, evaluating business and technical approaches, and finalizing mining designs. By July 2023, mining operations commenced with an initial focus on cassiterite production. Between July 2023 and December 2024, the mine produced an average of 6 tonnes of cassiterite per month, peaking at 11 tonnes per month, with a consistent average grade of 73% Sn.
The objective of this tender is to contract a qualified mining services provider to execute the company’s set production objectives for cassiterite at Mbogo mine. The contractor will be responsible for implementing mining operations in line with LuNa Smelter’s targets, focusing on efficiency, productivity, safety, and environmental sustainability to achieve the company’s daily and monthly goals.

How to Apply
- Prepare a technical offer with a clear list of machinery to be used and expected output on a daily / monthly schedule;
- Prepare a financial offer detailing the various costs associated with every deliverable, in PDF format and must be a separate document from the technical offer;
- Detailed Curriculum Vitae of the proposed team or individuals who are proposed to carry out the work
- Firm profile including a full legal name, the jurisdiction of incorporation, and address of the company
- A contact name, email address, and telephone number to facilitate communication between Luna Smelter Ltd and the bidder
- Evidence of the company’s experience in a similar assignment: Copies of similar assignments (with evidence for good completion of pervious similar assignments);
- RBD Business Registration Certificate, RRA Tax Clearance and RSSB Clearance Certificate.

- Participation to the competition in the aforementioned tender is open on equal conditions to all mining services firms. An eligible bidder is allowed to bid for this tender mentioned above.
- It is important to note that the principle of procurement i.e. value for money, fairness, transparency and efficiency, will also be considered paramount in guiding the award process of this tender.

- Mandatory Site Visit is planned from 24th February -7th March, 2025 during office working hours stated above at the site location in Gatsibo District in the Eastern Province.
- Bids shall be submitted in sealed envelopes addressed to the Managing Director Luna Smelters Ltd.’s office 10th –14th March, 2025 not later than 5:00 pm Kigali time; late bids will not be considered.
