5. Project Background
Rwanda faces substantial challenges stemming from natural hazards and the far-reaching impacts of climate change, which continue to endanger lives, livelihoods, and critical infrastructure nationwide. Beyond climate change-induced extreme weather events, the risk of disasters in Rwanda is exacerbated by land degradation caused by deforestation, undermining the environment's natural protection against erosion, flooding, and adverse weather conditions. Firewood remains the primary source of cooking energy and water heating for households and schools, posing significant environmental and sustainability concerns.
To address these pressing issues, the International Organization for Migration (IOM), in collaboration with Government of Rwanda led by Rwanda Environment Management Authority (REMA), has launched a Japan-funded initiative titled “Enhancing Adaptation and Mitigation Capacities to Climate Change and Extreme Weather Events in Rwanda.” This project aims to support the Government of Rwanda in enhancing adaptation capacities, implementing sustainable climate change mitigation measures, and establishing reliable supply chains to deliver environmentally sustainable alternatives to communities. In addition of providing to schools alternative clean cooking energy, the initiative also the focuses on raising awareness on environmental conservation and sustainability at the community level.
In order to implement the awareness raising component of the intervention, IOM is currently recruiting an eligible Implementing Partner (IP) in Rwanda in coordination with REMA to design and implement awareness-raising activities promoting environmental conservation and sustainable practices, including energy transition and clean cooking solutions. The IP will be responsible for community mobilization, communication, and capacity-building initiatives contributing to positive environmental outcomes and improved livelihoods.
The intervention aims to reach a minimum of 30,000 people through diverse outreach and engagement approaches such as:
- Community dialogues and campaigns on forest and ecosystem protection, proper waste management, and sustainable land use.
- Behavior change communication (BCC) on adoption of Liquefied Petroleum Gas (LPG) and other clean cooking solutions, especially in areas where installations will be implemented.
- Conduct community meetings on environmental conservation, climate resilience, and clean cooking.
- Youth engagement initiatives in schools where LPG stoves are being installed, promoting environmental stewardship.
- Radio and social media campaigns amplifying messages on conservation and climate-smart practices.
- Collaboration with local authorities, schools, and community-based organizations to ensure sustainability and inclusivity of the actions.
The scope can be expanded to other communities where the project operates, prioritizing gender equality, participation of youth, and persons with disabilities.
6. Expected Results
- At least 30,000 individuals, including youth, the elderly, and climate vulnerable, sensitized and actively engaged in environmental conservation and sustainable practices.
- Improved public understanding and adoption of sustainable resource management and clean cooking solutions at household and community levels.
- Strengthened community participation in climate resilience and environmental protection actions.
- Enhanced collaboration among local actors including youth supporting sustainable development and environmental conservation.
- Increased community awareness of environmental conservation, climate resilience, and clean cooking solutions and benefits.
- Improved participation and ownership of project activities by communities.

8. Other Information
- The Implementing Partner (IP) is encouraged to adopt innovative, inclusive, and participatory approaches to effectively engage women, youth, and persons with disabilities.
- Activities should ensure visibility of Government of Rwanda, IOM and the Government of Japan in accordance with IOM and REMA communication guidelines.
- The IP will be required to coordinate closely with the Rwanda Environment Management Authority (REMA) and relevant district authorities to ensure technical alignment and sustainability of outcomes.
- Deliverables should include a clear implementation plan, monitoring indicators, and documentation of outreach activities (e.g., reports, photos, communication materials, testimonials).

The organizations responding to this call need to demonstrate their capacity to implement all listed activities as a single package. Partial applications for individual activities will not be considered.
IOM reserves the right to cancel/reduce the scope of planned activities or to introduce new/broaden the scope of the existing activities.
All applicants will receive written notification, within the four weeks after the deadline for the submission of Concept Note, of the outcome of the selection process. Should an applicant request further clarification, IOM will provide a response explaining the transparency and integrity of the selection process undertaken.
IOM reserves the right to decline disclosure of the specificity of decision derived by the IOM mission due to reasons related to confidentiality.
IOM reserves the right to accept or reject any Expression of Interest, and to annul the selection process and reject all Expression of Interest at any time, without thereby incurring any liability to the affected Implementing Partners.

Expression of Interest submission guidelines
This document contains instructions on the preparation and submission of the Application.
- The Application must be submitted either by email at IOMRwandaProcurement@iom.int no later than 23:59 on 12 January 2026. Late Application will no longer be considered.
- A detailed description must be provided on how the requirements specified in the Call for Expression of Interest (CEI) issued by IOM will be matched by the capabilities, experience, knowledge and expertise of the Implementing Partners
- The Application must be submitted in the English language and in the format prescribed by IOM within the CEI. All required information must be provided, responding clearly and concisely to all the points set out. Any application which does not fully and comprehensively address this CEI requirements may be rejected.
- The Application document should comprise of the following:

5. Applications may be modified or withdrawn in writing, prior to the closing time specified in this Request for EoI. Applications shall not be modified or withdrawn after the deadline.
6. The Implementing partner shall bear all costs associated with the preparation and submission of the Application and IOM will not in any case be responsible and liable for the costs incurred.
7. IOM at no occasion will ask an application fee from Implementing Partners.
8. Partners can use IOM's We Are All In platform for reporting fraud, corruption or misconduct.
9. All information given in writing to or verbally shared with the Implementing Partners in connection with this CEI is to be treated as strictly confidential. The Implementing Partner shall not share or invoke such information to any third party without the prior written approval of IOM. This obligation shall continue after the selection process has been completed whether or not the Implementing Partner application is successful.
10. IOM will treat all information (or that marked proprietary/sensitive/financial) received from Implementing Partners as confidential and any personal data in accordance with its Data Protection Principles.
11. The Implementing Partner, by submitting an application, gives consent to IOM to share information with those who need to know for the purposes of evaluating and managing the proposal.
12. By submitting the application/expression of interest, the applicant confirms adherence to IOM’s Declaration of Conformity Form and acknowledges receipt of the list of Proscribed Practices (enclosed).
13. IOM reserves the right to accept or reject any Application, and to cancel the process and reject all Applications, at any time without thereby incurring any liability to the affected Implementing Partner or any obligation to inform the affected Implementing partner of the ground for IOM’s action.
