Terms of reference for Provision of Statutory Audit Services for the Financial Year 2025
1. Background Summary
International Alert is over 39-year-old independent and international peacebuilding organization with headquarters in London and focuses on solving the root causes of conflict with people from across divides. From grassroots to the policy level, we bring people together to build peace. We have been operating in Rwanda since 1996, strengthening reconciliation, reintegration and conflict transformation among people affected by conflicts and genocide against the Tutsi. We would like to invite qualified audit firms operating in Rwanda to submit a technical and financial proposal for the provision of external audit services for International Alert Rwanda for the financial year starting January 01st 2025 to December 31st, 2025.
2. Audit objective:
The audit will be conducted in accordance with the International Standards of Auditing with the following specific objectives: (i) to audit the financial statements relating to the all implemented projects and country financial statements; and (ii) to express a professional opinion on the International Alert financial management adequacy of the projects through verification of all Interim Financial Reports (IFRs) including summary expenditure statements and evaluation of the internal control structure of International Alert. At the end of the auditing exercise, the Auditor will issue an opinion on the financial statements (FSs) as well as a management letter.
The audit exercise is expected to start on 2nd February 2026 and the final audit report should be availed before 20th February 2026.
Deliverables
- Audited financial report (hard and soft copies) for the period noted.
- A management letter, which should highlight observed weaknessesin the system of internal control and the recommendations to address the identified issues.
- Submission of RRA annex reports (hard and soft copies) for the period noted.
Interested eligible audit firms in Rwanda are invited to submit financial and technical proposal in providing the Services providing information demonstrating that they have the required qualifications and relevant experience to perform the Services and authorization to operate in Rwanda. The shortlisting criteria are:
- Being a recognized audit/accountancy professional body (e.g. Certified Public Accountant, Authorized Public Accountant) registered in Rwanda.
- 3 references from not -for profit organizations that have contracted the auditing firm (The bidders should attach 3 certificates of completion of previous tenders and their respective contracts.)
- Availability of qualified staff with relevant skills in Rwanda Tax law, finance, accounting, and auditing.
- Company registration certificate.
- Valid Tax clearance Certificate provided by RRA
- RSSB clearance
- VAT certificate and Proof of ownership of EBM machine
- E-filling acknowledgement receipt for year ended 31st, December 2024
