Consultant to Review and Revise Human Resources, Administrative, Management, Operational Policies and
Procedures
Background
King Faisal Hospital Rwanda Foundation (KFHRF) supports health service delivery, training, research, and health systems strengthening in Rwanda. As KFHRF’s portfolio of donor-funded programs, grants, and institutional partnerships expands, there is a need to review, update, and validate its existing human resources, administrative management, operational manual, travel policies to ensure alignment with international best practices, donor compliance requirements, and applicable Rwandan laws and regulations.
In this regard, KFHRF seeks to engage an experienced consultant to conduct a comprehensive review and revision of its existing Human Resources, Administrative and Management, Operational SOP, Travel policies, including the development or refinement of standard operating procedures (SOPs) and template forms to support consistent implementation. The Consultant will propose areas for revision, missing policies or guidelines, develop them and then facilitate a validation session with KFHRF stakeholders.
Scope of Work
The consultant will undertake the following tasks:
Policy Review and Gap Analysis
- Review existing KFHRF policies, manuals, and practices related to:
- Human Resource policy and procedures manual
- Employment and employees documents
- Leave management
- Performance management and staff development plan
- Staff onboarding and onboarding
- Templates and different forms
- Contract and other templates
- Administrative Management Manual
- Operational Manual
- Conduct a gap analysis against:
- International best practices (e.g., NGO HR management and Administrative procedure standards)
- Common donor requirements (e.g., government, multilateral, philanthropic funders)
- Best practices of International Organizations based in Rwanda
- Rwandan labor law and other regulations
Policy Revision and Development
- Revise and harmonize KFHRF policies as reviewed above
- Ensure clear role definitions, approval authorities, and segregation of duties.
- Facilitate a validation session with KFHRF stakeholders for feedback, revision, and validation of the revised policies and procedures
SOPs and Template Development
Develop or revise practical SOPs and standardized templates, including but not limited to:
- Leave request forms
- Interview grid and metrics
- Recruitment SOPs (e.g., requisitions, announcement, shortlisting, communication, hiring process, and contract offer)
- Template forms, including but not limited to:
- Hiring approval form
- Leave template
- Recruitment evaluation form
- Disciplinary action forms
- Training requisition forms
Validation and Capacity Building
- Facilitate validation meetings with KFHRF leadership and relevant staff
- Incorporate feedback into final documents
- Provide a briefing or orientation session to staff on revised policies and SOPs
Deliverables
The consultant will submit the following deliverables:
- Inception report outlining approach, methodology, and workplan
- Policy gap analysis report with key findings and recommendations
- Revised HR and Administrative policies
- Comprehensive SOPs aligned with revised policies
- Standardized template forms and tools (editable formats)
- Final consolidated policy and procedures manual
- Presentation of final outputs to KFHRF management
Duration and Level of Effort
- Estimated duration: 10 weeks
- Location: Remote with periodic virtual meetings (and in-person meetings if required)
Reporting and Coordination
The consultant will report to the Executive Secretary of KFHRF and work closely with:
- HR, Admin, and Finance teams
- Program staff
- Senior management and governance representatives
Required Qualifications and Experience
The consultant should possess:
- Minimum of a Master’s degree in HR, Admin and operation, public administration, or a related field
- Minimum of 8–10 years’ experience in HR management, Administrative and systems strengthening for NGOs or donor-funded organizations
- Experience as a policy consultant in a related field strongly preferred
- Demonstrated experience developing HR, Administrative, and operation management policies
- Strong knowledge of donor compliance and requirements
- Familiarity with regulatory frameworks in Rwanda or similar contexts
- Excellent analytical, writing, and facilitation skills
