About Smart Africa

Brief Project Overview

In order to enable women to leverage the various benefits that today's technology can offer, empowering them to advance in their entrepreneurial pursuits, Smart Africa in Partnership with Norwegian Agency for Development Cooprtation (NORAD) are providing 48 devices to be distributed among young female entrepreneurs and women from disadvantaged communities. The minimum Specifications of the devices including laptops, tablets, and phones are outlined in the table below.

Administrative documents

The following documents must be submitted:

  • Business Registration certificate
  • Most recent tax compliance certificate

Technical documents

Technical offer must include, but not limited to:

  • Laptop brand and year of make.
  • Full specs of the laptop meeting requirements in section C.
  • Delivery timelines.
  • Warrant period.

Financial offer

  • The offer should be presented in USD.
  • The offer should include and indicate all applicable taxes.

Submission Process

Signed soft copies of offers must be sent to : procurement@smartafrica.org showing Request for quotation the Supply of Smart Devices for young women entrepreneur” by 28th March 2025 at 5pm Kigali Time.

Incoterms

This tender’s delvery is strictly based on DDP incoterm.

Validity

Proposals/quotations must remain valid for 365 days after the date of closing noted above. After, the closing date and time, all offers received by the Smart Africa Secretariat become its property.

Anti-Corruption 

Smart Africa is committed to preventing and not tolerating any act of corruption and other malpractices and expects that all bidders will adhere to the same ethical principles.

Any enquires will be received and addressed 3 days or mor before the closing date for the submission of any proposal through tenderenquiries@smartafrica.org .

  • This RFQ does not obligate the Smart Africa Secretariat (SAS) to complete the RFQ process.
  • SAS reserves the right to amend any segment of the RFQ prior to the announcement of a selected firm.
  • SAS also reserves the right to remove one or more of the services from consideration for this contract should the evaluation show that it is in SAS’s best interest to do so.
  • SAS also may, at its discretion, issue a separate contract for any service or groups of services included in this RFQ.
  • SAS may negotiate a compensation package and additional provisions to the contract awarded under this RFQ.
  • Smart Africa reserves the right to debrief the applicants after the completion of the process due to the expected high volume of applications and avoiding the compromise of the process.
