Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

1. Context

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

EnDev is a multi-donor, multi-implementer energy access programme currently financed by five donor countries: the Netherlands, Germany, Norway, the United Kingdom, Switzerland. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH acts as the lead implementing agency of the programme and cooperates closely with the Netherlands Enterprise Agency (RVO) at the global level as well as other implementation partners at the country level.

EnDev Rwanda is one of the country projects under the umbrella of the global programme. The activities in Rwanda currently include four types of technologies:  modern, needs-based and climate-friendly cooking technologies (higher-tier biomass stoves, eCooking), off-grid solar appliances.

Energising Development (EnDev) launched the Reducing climate impact of cooking in Rwanda through improved cooking energy systems (ReCIC) programme in 2020. This consists of a Multi-donor Action co-financed by the European Union, as part of the Global Climate Change Alliance (GCCA+) initiative and the Federal Ministry for Economic Cooperation and Development (BMZ).

Through ReCIC, EnDev aims to set up a sustainable production and dissemination chain for improved cookstoves (ICS) as well as for improved or alternative fuels for households, social institutions and micro-, small and medium-sized business in Rwanda through a threefold approach: 1) increase production capacities, 2) consumer awareness and 3) increase dissemination of ICS and improved fuels.

Rwanda has made significant progress in promoting clean cooking solutions as part of its broader efforts to reduce greenhouse gas (GHG) emissions and improve public health. However, the commercial and institutional cooking sector, particularly restaurants in rural areas, remains heavily reliant on traditional biomass-based cooking methods (hypothesis), which contribute to deforestation, air pollution, and carbon emissions.

The Government of Rwanda, in alignment with its Nationally Determined Contributions (NDCs) and Vision 2050, has set ambitious targets to transition towards cleaner cooking solutions. Several initiatives have focused on household-level interventions, but the commercial cooking sector has received comparatively less attention. Restaurants, which serve a growing population, require high-energy cooking solutions that are both efficient and cost-effective. However, the availability, affordability, and adoption of improved cookstoves in this sector remain limited due to various market barriers, including lack of awareness, financial constraints, and supply chain limitations (hypothesis).

The project "Reducing the Climate Impact of Cooking in Rwanda" aims to address these challenges by identifying scalable, energy-efficient cooking technologies suitable for restaurants. To support this effort, a rapid market assessment is required to better understand the existing cookstove market for restaurants, assess potential demand, and identify a technology that can be easily scaled up to contribute to emission reductions and sustainable energy access. The consultant engaged in this assignment will play a crucial role in providing insights that inform decision-making and strategy development for scaling clean cooking solutions in Rwanda’s commercial cooking sector.

In addition, the consultant engaged in this assignment will play a crucial role in providing training to stove companies or equivalent to introduce the identified technology in their product portfolio. 

2.Tasks to be performed by the contractor

  • What is the potential for biomass savings when switching to a higher-tier stove?
  • Which higher-tier stove models are currently available in the Rwandan market?
  • Which stove model has the potential to be upscaled widely

3. Concept

In the tender, the tenderer is required to show how the objectives defined in Chapter 2 (Tasks to be performed) are to be achieved, if applicable under consideration of further method-related requirements (technical-methodological concept). In addition, the tenderer must describe the project management system for service provision.

Note: The numbers in parentheses correspond to the lines of the technical assessment grid.

Technical-methodological concept

Strategy (1.1): The tenderer is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Chapter 1 Context) (1.1.1). Following this, the tenderer presents and justifies the explicit strategy with which it intends to provide the services for which it is responsible (see Chapter 2 Tasks to be performed) (1.1.2).

Conducting rapid market assessment, prepare a market assessment report, present the results, recommend a suitable PUE option for biomass use, provide a list of requirements for stove production, capacity development for producers and users. (see Chapter 2 Tasks to be performed)

The tenderer is required to describe the key processes for the services for which it is responsible and create an operational plan or schedule (1.4.1) that describes how the services according to Chapter 2 (Tasks to be performed by the contractor) are to be provided. In particular, the tenderer is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors (partner contributions) in accordance with Chapter 2 (Tasks to be performed) (1.4.2).

Project management of the contractor

The tenderer is required to explain its approach for coordination with the GIZ project. In particular, the project management requirements specified in Chapter 2 (Tasks to be performed by the contractor) must be explained in detail.

The tenderer is required to draw up a personnel assignment plan with explanatory notes that lists all the experts proposed in the tender; the plan includes information on assignment dates (duration and expert days) and locations of the individual members of the team complete with the allocation of work steps as set out in the schedule.

4. Personnel concept

The tenderer is required to provide personnel who are suited to filling the positions described, on the basis of their CVs (see Chapter 7), the range of tasks involved and the required qualifications.

The below specified qualifications represent the requirements to reach the maximum number of points in the technical assessment.

Short-term expert pool with a minimum of 1, maximum 2 members

For the technical assessment, an average of the qualifications of all specified members of the expert pool is calculated. Please send a CV for each pool member (see below Chapter 7 Requirements on the format of the bid) for the assessment.

Tasks of the short-term expert pool

  • Conduct a rapid market assessment for productive use of (biomass) energy solutions
  • Identification of a suitable technology that can be introduced to the Rwandan market
  • Provide a training concept to train technical staff how to introduce the technology
  • Conduct the training

Qualifications of the short-term expert pool

Education/training (2.6.1): experts with university qualification (‘Diploma’/Master) in engineering, product design, sustainable/ rural development, environmental sciences or any relevant field

Language (2.6.2): experts with C2-level language proficiency in English; Kinyarwanda is an asset

General professional experience (2.6.3): experts with 8 years of professional experience in the renewable energy sector

Specific professional experience (2.6.4): experts with 5 years of professional experience in the cooking energy sector, and technical expertise in stove design fuel efficiency and performance evaluation

Regional experience (2.6.5): experts with 5 years of experience in East Africa (region)

Development cooperation (DC) experience (2.6.6): experts with 2 years of experience in DC

Other (2.6.7): Experience in conducting surveys, data collection, and analysing consumer behaviour & experience in designing training materials and technical documentation

The tenderer must provide a clear overview of all proposed short-term experts and their individual qualifications.

5.Costing requirements

Assignment of personnel and travel expenses

Per diem allowances are reimbursed as a lump sum up to the maximum amounts permissible under tax law for each country as set out in the country table in the circular from the German Federal Ministry of Finance on travel expense remuneration (downloadable from the German Federal Ministry of Finance – tax treatment of travel expenses and allowances for international business travel as of 1 January 20242025 (GERMAN ONLY)).

Accommodation allowances are reimbursed as detailed in the specification of inputs below.

With special justification, additional Accommodation costs up to a reasonable amount can be reimbursed against evidence.

All business travel must be agreed in advance by the officer responsible for the project

Sustainability aspects for travel

GIZ has undertaken an obligation to reduce greenhouse gas emissions (CO2 emissions) caused by travel. When preparing your tender, please incorporate options for reducing emissions, such as selecting the lowest-emission booking class (economy) and using means of transport, airlines and flight routes with a higher CO2 efficiency. For short distances, travel by train (second class) or e-mobility should be the preferred option.

CO2 emissions caused by air travel must be offset. GIZ specifies a budget for this, through which the carbon offsets can be settled against evidence.

There are many different providers in the market for emissions certificates, and they have different climate impact ambitions. The Development and Climate Alliance (German only) has published a list of standards (German only). GIZ recommends using the standards specified there.

Workshops, events and trainings

GIZ will be responsible for organizing the training logistics such as:

  • Venue
  • Training materials/ equipment/tools (cement, sand, metal sheet, welding electrodes, Flip charts, marker pens, notebooks and pens)
  • Catering
  • Transportation fees for participants

The contractor is requested to implement a training that focuses on, but is not limited to the, the following topics 

  • suitability of local stove construction materials,
  • interpretation of drawings,
  • building stoves,
  • user guide manual interpretation
  • repair and maintenance.

A minimum of 20 participants will be trained.

Please describe in your concept how you implement the minimum standards specified above.

6. Inputs of GIZ or other actors

GIZ is expected to make the following available:

  • Suggestion of district where to conduct the survey
  • Contacts of private sector companies and other relevant stakeholders
  • Transportation on site (Rwanda) with GIZ project vehicle
  • Training Logistics

7. Requirements on the format of the tender

The structure of the documents of a consultant must correspond to the structure of the ToRs. In particular, the detailed structure of the concept (Chapter 2) should be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). The concept must be legible (font size 11 or larger) and clearly formulated. It must be drawn up in English (language).

The complete files of an applicant must not exceed 10 pages (excluding CVs). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.

The CVs of the personnel proposed in accordance with the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 4 pages each. They must clearly show the position and job the proposed person held in the reference project and for how long.

Please calculate your financial tender based exactly on the parameters specified in quantitative requirements. The contractor is not contractually entitled to use up the days, trips, workshops or budgets in full. The number of days, trips and workshops and the budgets will be contractually agreed as maximum limits. The specifications for pricing are defined in the price schedule.

8. Submission of the offer

  • Up to date CVs of proposed experts 
  • 3 References of company for the similar completed projects

The financial offer has to be submitted in PDF format and as attachment to the email with the subject: 83487303-Financial offer. The costs must be in RWF and VAT excluded (Price sheet must be used).
