1. Introduction
Resilient Builders Initiative (RBI) is a Rwandan NGO dedicated to supporting vulnerable communities through climate justice, land restoration, WASH, food security, humanitarian action, and Inclusive women and youth empowerment. RBI works across Rwanda to restore degraded land, promote sustainable agriculture, and empower marginalized groups to actively participate in climate resilience and inclusive development. To complete its mission and vision, RBI is part of Consortium of RCCDN and GLR to implement a project of Land Restoration in Rutsiro district to restore 400 hectares. The project is funded by TerraFund/AFRI100 through VIA FOUNDATION under Restore Local Program Cohort 3. It is in this line RBI wish a qualified company to supply seedlings related to this project.
2. Purpose
This ToR outlines the requirements for qualified suppliers to provide seedlings and agricultural inputs to support RBI’s land restoration in Rutsiro district.
3. Scope of Work
The supplier shall provide the following items in accordance with the specifications and quantities listed below:

4. Supplier Eligibility Criteria
Interested companies must meet the following requirements:
- Minimum of 5 years’ experience in supplying agricultural materials, equipment, and inputs in Rwanda.
- Provide two reference documents/recommendation letters for contracts valued at least 100,000,000 Rwf.
- Valid RRA (Rwanda Revenue Authority) clearance certificate.
- Valid RSSB (Rwanda Social Security Board) clearance certificate.
- Registration with RDB (Rwanda Development Board).
- Authorization for Purchase and Use of Single Use Plastics Purchase and Use of Single Use Plastics given by Rwanda Environment Management Authority (REMA).
5. Submission Guidelines
- Deadline: Thursday, 18th June 2026 at 23h59.

6. Evaluation Criteria
Proposals will be evaluated based on:
- Compliance with eligibility requirements.
- Demonstrated capacity to deliver quality seedlings and inputs.
- Competitive pricing and value for money.
- Proven track record in similar contracts.
