 Terms of Reference to Map and profile influential RA and PURE farmers, SMEs, and farmer organizations in
Rwanda.

1.Background

Rwanda is increasingly embracing sustainable farming and renewable energy to advance climate resilience, food security, and inclusive growth. The Rwanda Climate Change and Development Network (RCCDN) supports this agenda by promoting innovative, climate-smart solutions that strengthen both agriculture and energy systems.

RCCDN also promotes RA-PURE as an integrated approach that improves soil health, biodiversity, and livelihood resilience while ensuring sustainable food production. Although regenerative practices hold great promise for Rwanda’s agricultural transformation, their application remains limited and insufficiently documented. Therefore, to enhance understanding of the key players driving regenerative agriculture (RA) and productive renewable energy (PURE), RCCDN intends to identify, map, and profile leading farmers, SMEs, and farmer organizations across 6 districts, namely: Nyagatare, Kayonza, Rwamagana, Bugesera, Rubavu, Rutsiro. The findings will inform future programs, partnerships, and knowledge platforms that expand the adoption of sustainable practices.

RCCDN therefore seeks a consultant to conduct mapping and profiling exercise of influential practitioners and enterprises engaged in RA and PURE. The study will generate actionable insights to guide evidence-based interventions and accelerate the transition toward sustainable, climate-resilient farming systems.

2. Objective

This consultancy aims tomap and profile influential actors in regenerative agriculture and productive use of renewable energy, including farmers, small and medium enterprises (SMEs), and farmer organizations in the 6 districts of Rwanda

Specific objectives:

The assignment will cover the following key areas:

  1. Identify key actors (farmers, SMEs, and farmer organizations) practicing regenerative agriculture and/or productive use of renewable energy technologies.
  2. Analyze the level of influence, capacity, and innovation among these actors.
  3. Develop a comprehensive database and profiles of identified actors.
  4. Provide recommendations for potential engagement, scaling, and knowledge sharing

3. Scope of Work

The consultant will undertake the following tasks:

a. Desk Review and Literature Analysis: 

  • Review existing studies, reports, and databases on regenerative agriculture and renewable energy use in Rwanda. 
  • Identify gaps in current information regarding actors and practices. 

b. Practitioner Mapping and Identification: 

  • Identify influential farmers, SMEs, and farmer organizations engaged in regenerative agriculture and productive use of renewable energy. 
  • Classify identified practitioners by District, sector, and type of practice and Contact Address

c. Data Collection and Profiling: 

  • Design and administer surveys, interviews, or focus group discussions as needed. 
  • Profile identified actors, including: 
  • Name, location, and type of actor (farmer, SME, organization) 
  • Type of regenerative agriculture practice or renewable energy technology adopted 
  • Level of innovation and influence 
  • Challenges and opportunities 
  • Potential for scaling or partnerships 

d. Analysis and Reporting: 

  • Analyze collected data to identify trends, opportunities, and gaps. 
  • Produce a final report and database with actionable insights and recommendations. 

4. Deliverables

The consultant is expected to deliver the following: 

a. Inception Report: 

  • Detailing methodology, work plan, and data collection tools. 

b. Draft Mapping and Profiling Report: 

  • Initial findings and profiles submitted to RCCDN 

C. Final Mapping and Profiling Report: 

  • Comprehensive report including: 
  • Summary of findings 
  • RA and Pure Practitioners profiles 
  • Recommendations for engagement and scaling 

d. Database of Identified Actors: 

  • An editable, well-structured database of mapped farmers, SMEs, and organizations.

5. Required Qualifications and Experience

The ideal consultant/team should have:

  • Advanced degree in agriculture, renewable energy, environmental science, or related field.
  • Proven experience in stakeholder mapping, profiling, or similar research projects.
  • Knowledge of regenerative agriculture and renewable energy practices in Rwanda.
  • Strong analytical, reporting, and communication skills.
  • Knowledge of participatory research methods
  • Strong writing and analytical skills
  • Excellent writing and presentation skills, with the ability to communicate complex ideas in a clear and accessible manner.

6.Timeframe

The consultancy will be conducted in 15 days, starting from the date of contract signing. The timeline includes drafting and final submission.

The document will be produced in English

8. Application Process

Interested consultants are requested to submit the following documents:

  • A detailed CV or company profile.
  • A cover letter outlining the consultant’s experience addressed to RCCDN coordinator 
  • Detailed financial proposal and approach to the consultancy.
  • List previous relevant work or research performed (if available).

Interested candidates are invited to bring their application document, to RCCDN Head Officer located in Kicukiro District, Kagarama Sector, Rukatsa Cell, not later than Tuesday, 11th Nov 2025 at 4:00pm The proposal will be evaluated first and candidate who shall pass both the technical stage and financial evaluation will be notified. 

8. Evaluation Criteria

The consultant will be selected based on a combination of technical and financial criteria. The evaluation, will focus on the clarity and relevance of the proposed methodology, the consultant’s understanding of the activity, the quality of the work plan, and the consultant’s experience and qualifications. The appropriateness of data collection methods and the professionalism of previous work will also be considered.

The financial proposal will assess the cost-effectiveness of the proposal, alignment with the assignment’s scope and timeline, and the detailed breakdown of costs.
