1. The Smart Africa Alliance has been allocated grant funds (the “Grant”) from the World Bank which are administered by theInternational Development Association (IDA)] (the “Bank”) and executed by the Smart Africa Secretariat (“the Client”). The Client intends to apply the funds to eligible payments under the contract for which this Request for Proposals is issued. Payments by the Bank will be made only at the request of the Client and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the grantagreement. The grantagreement prohibits a withdrawal from the grantaccount for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Clientshall derive any rights from the grantagreement or have any claims to the proceeds of the grant. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines for Investment Project Financing.”

2. The Client now invites proposals to provide the following consulting services (hereinafter called “Services”):Supply, installation and training users of a Microsoft dynamics-based Enterprise Resource Planning (ERP) system for Smart Africa Alliance. More details on the Services are provided in the Terms of Reference (Section 7).

3. This Request for Proposals (RFP) has been addressed to all eligible, qualified and competent firms.

4. A firm will be selected under LCSproceduresand in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org

5. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.

6. Details on the proposal’s submission date, time and address are provided in ITC 17.7 and ITC 17.9.
