TECHNICAL SPECIFICATIONS FOR REPAIR AND RENOVATION WORKS NYANZA, KAYONZA I, KAYONZA II, MUSHA WAREHOUSES AND MAYANGE SILOS

1. Background and Objective- The East Africa Exchange/Quality department intends to engage a qualified construction contractor to undertake repair, rehabilitation, and improvement works at five (5) storage facilities: Nyanza Warehouse, Kayonza I Warehouse, Kayonza II Warehouse, Musha Warehouse, and Mayange Silos.

The primary objective is to restore structural integrity, enhance safety and security, improve hygiene and functionality of sanitary facilities, upgrade water systems, and ensure the facilities are fully operational and fit for purpose.

2. Scope of Works-The Contractor shall carry out all works professionally, in full compliance with Rwanda Building Codes, environmental, health and safety regulations, and good industry practice. Works include (but are not limited to) the following:

2.1 Nyanza Warehouse

  • Repair of internal concrete flooring
  • Repair of perimeter fence
  • Repair of washrooms and toilets
  • Repair of warehouse roof structure and covering
  • Repair of all rainwater gutters and downpipes
  • Repair/replacement of gates, windows and doors
  • Installation of new water storage tank (including necessary fittings)
  • Repainting of offices and storage areas (internal and external where applicable)
  • Installation of security mesh on windows/ventilation openings
  • Installation/fixing of dryer shelter

2.2 Kayonza I Warehouse

  • Repair of perimeter fence
  • Repair of washrooms and toilets
  • Repair of all rainwater gutters and downpipes
  • Repair/replacement of gates, windows and doors
  • Repainting of offices and storage areas
  • Installation of security mesh
  • Water piping and plumbing works (including repairs and upgrades)

2.3 Kayonza II Warehouse

  • Repair of internal concrete flooring
  • Repair of perimeter fence
  • Repair of washrooms and toilets
  • Repair of warehouse roof structure and covering
  • Repair of all rainwater gutters and downpipes
  • Repair/replacement of gates, windows and doors
  • Repair of gate house
  • Repainting of offices and storage areas
  • Installation of security mesh
  • Water piping and plumbing works
  • Installation/fixing of dryer shelter
  • Ground leveling and compaction works

2.4 Musha Warehouse

  • Repair of perimeter fence
  • Repair of washrooms and toilets
  • Repair of all rainwater gutters and downpipes
  • Repair/replacement of gates, windows and doors
  • Repair of gate house
  • Repainting of offices and storage areas
  • Installation of security mesh
  • Water piping and plumbing works

2.5 Mayange Silos

  • Repair of perimeter fence
  • Repair of washrooms and toilets
  • Repair of gutters at intake area and machinery house
  • Repair/replacement of gates, windows and doors
  • Repair of gate house
  • Repair and repainting of offices
  • Installation of security mesh at machinery house
  • Water piping and plumbing works
  • Repair of re-bagging area and intake zone
  • Repair of re-bagging roof
  • Repair of water drainage channel
  • Repair and leveling of ground surfaces
  • Repair of silo bases / foundations

3. General Obligations of the Contractor

  • Supply high-quality materials compliant with relevant standards
  • Minimize disruption to any ongoing warehouse operations
  • Implement site safety measures and provide PPE
  • Clean site daily and remove all debris upon completion
  • Provide minimum 12-month warranty on workmanship and materials
  • Appoint a qualified Civil Engineer to supervise works on site

4. Mandatory Eligibility Requirements for Bidders- Bidders must submit the following documents (non-submission may result in disqualification):

  • Valid Rwanda Development Board (RDB) registration certificate in construction category
  • Minimum three (3) years of experience in similar building repair/renovation works
  • Valid RRA Tax Clearance Certificate
  • Valid RSSB Clearance Certificate
  • At least two (2) certificates of good completion from previous similar contracts
  • Proof of employment / association with at least one certified Civil Engineer (CV + certification copy required)

5. Additional Information

  • Site visits are Compulsory to all bidders.
  • BOQ and financial proposal shall be submitted in sealed envelope
