PUBLIC TENDER NOTICE # PIH/IMB/ 9652/M01/ FY 26
TENDER TITTLE: CONSULTANCY SERVICES FOR NEEDS ASSESSMENT AND STUDY OF WASTEWATER TREATMENT, MANAGEMENT AND DESPOSAL SYSTEM AT RWINKWANVU HOSPITAL IN KAYONZA DISTRICT.
SOURCING METHOD: HIBRID SOURCING (DOMESTIC, EAC, REGIONAL AND INTERNATIONAL COMPANIES).
Partners In Health (PIH) is a nonprofit organization with its headquarters in Boston, Massachusetts, whose mission is to provide quality health care for poor and most in need populations around the world. Since 2005, the Ministry of Health in Rwanda has worked with PIH Rwanda, also known as Inshuti Mu Buzima, to improve the quality of care in the country and increase health care access for Rwanda most in need populations. PIH/IMB have since helped to bring high-quality health care to three Districts namely: Kayonza, Burera and Kirehe.
Partners In Health (PIH) is seeking Consultant Company to provide consultancy services for conducting detailed needs assessment and technical study of the existing wastewater treatment, management, and disposal system network at Rwinkwavu Hospital and provide evidence-based recommendations and a proposal for new system designs for improvement, expansion and or replacement. Interested, qualified and authorized business companies should submit their proposals bearing the following requirements:
- Eligibility Criteria
- The bidders should not be suspended or blacklisted by PIH-IMB or OnePIH.
- The bidders should not be currently blacklisted by the Rwanda Public Procurement Authority.
- The bidders should not have any ongoing contracts with PIH-IMB demonstrate poor performance.
- The company owner must not have been an employee of PIH or One PIH within the past five years (2020-2025), unless PIH seeks their expertise for consultancy services based on proven specialized knowledge.
Compulsory Requirements:
- The bidders must submit a bid security equivalent to RWF 502,618 (Five hundred and two thousand, six hundred and eighteen Rwanda Francs) issued by a recorgnized banking institution to guarantee the bid.
- The bidders must submit a committment letter indicating that if awarded, the bidder shall provide a performace guarantee of 10% of contract value from a recognized banking institution within 15 (fifteen) days of contract signing.
- Site visit certificate: Site visit shall be conducted in accordance with the TOR on February 26, 2026 starting from; 10h30 am and ending at 12h30 pm at Rwinkwavu hospital Kayonza District. The team shall assemble at Partners in Health office in Kayonza for briefing before commencing the tour. PIH will issue certificates of visit for bidders who will visit the sites.
Administrative requirement :
- Rwanda Development board (RDB) business registration certificate in the relevant domain or similar document for international bidders.
- Valid Rwanda Revenue Authority (RRA) Tax clearance certificate applicable for domestic companies or similar document for international bidders.
- Value Added Tax (VAT) registration certificate applicable for domestic companies or similar document for international bidders.
Technical requirements:
Interested companies should consider ToRs (Terms of references) and Request for Proposal (RFP) available in Partners In Health/Inshuti Mu Buzima e-Procurement System following this link: https://pih-imb.org.rw/eprocurement/index.php
Financially, the bid shall indicate:
- The financial proposal shall be submitted using RWF currency for domestic bidders and USD currency for regional and international bidders.
- The financial proposal shall include all applicable charges and taxes.
- The bidders must provide clear information on terms and conditions of payment.
- The offer validity shall not be lower than 120 calendar days from the day of the bids submission.
Submission of bids to PIH:
All proposals from interested bidders must be electronically submitted to Partners In Health/Inshuti Mu Buzima e-Procurement System (https://pih-imb.org.rw/eprocurement/index.php) before April 01, 2026 to 11: 59 pm (closing time) Kigali time prompt – Failing to follow this instruction proposals will not be considered.
The results of public opening will be available in the system starting from April 02, 2026 00: 00 am.
VIII. Special Notes:
- There is no fee paid to obtain the Tender document.

Partners In Health is not obliged to purchase or to pay for any costs incurred by the bidder in preparation of his/her proposal in response to this tender notice.

PIH/IMB employees are restricted from participating in any PIH tender.
