About the Project
The current ESARO programming is composed of a suite of mutually interrelated programs and projects designed to address some of the most profound challenges affecting people and nature in the region. Among the projects implemented by IUCN’s Eastern and Southern Africa Regional Office is the TREPA Project – Transforming Eastern Province through Adaptation. It is a six-year project, based in IUCN Rwanda Country Office, and funded by the Green Climate Fund (GCF).
The TREPA Project intends to restore 60,000 hectares of drought-degraded landscapes into climate resilient ecosystems through re-forestation, agroforestry, restoration of pasturelands, and soil erosion control measures in the Eastern Province of Rwanda. In addition, irrigation infrastructure projects in the targeted landscapes of the eastern province will be climate-proofed by the TREPA Project.
The TREPA Project will finally support the national and local institutions to effectively plan, manage and monitor climate adaptation outcomes from improved land use at national and decentralized levels.
The TREPA Project is implemented by IUCN (accredited entity) together with the Rwanda Forestry Authority and Enabel as executing entities in partnership with ICRAF, World Vision, and CORDAID. The Ministry of Environment is responsible for chairing the Project Steering Committee and ensures coherence with national strategies and policies.
Description of the Assignment
The TREPA project has planned to distribute biodegradable polythene bags to 64 cooperatives located across seven districts in Rwanda’s Eastern Province. These bags will be used for seedlings production for the 2025 tree planting season. The selected bidder will be responsible for the supply and distribution of 7,378 kilograms of 10 cm diameter biodegradable polythene bags, in accordance with the distribution plan outlined in the table below.

Duration of the Assignment
The assignment will finalized over five (5) working days from 31st July 2025 to 07th August 2025.

Skills and Experience
The bidders should provide the following documents:
- Copy of certificate of incorporation from RDB indicating company shareholders
- Valid tax clearance and VAT certificates from Rwanda Revenue Authority [RRA]
- Valid Social Security clearance certificate from RSSB
- Certificate of good standing/non bankruptcy
- Must have an experience of not less than five years in distributing agricultural inputs, at least (1) original or notarized reference/certificate of good completion required
- A commitment letter from the bidder confirming the supply and distribution immediately upon contract signing and to complete the full distribution of the required items within five (5) calendar days from the contract signing date.

Supervision and coordination
The bidder will report to and work under the supervision of IUCN TREPA Project Manager.
