- Programme Context
Interpeace is currently implementing the programme “Reinforcing community capacity for social cohesion and reconciliation through Societal Trauma Healing in Rwanda”. This initiative aims to support the development of a cohesive, resilient, and inclusive Rwandan society capable of healing from its past and peacefully managing conflict and diversity. The programme also promotes citizen-centred policy development and inclusive livelihood initiatives in collaboration with multiple stakeholders. The programme is implemented across various districts in Rwanda with funding support from the Embassy of Sweden in Rwanda.
- Purpose of the ToR
The purpose of this Terms of Reference is to invite qualified and experienced transport service providers to submit their expressions of interest for the provision of transportation services to Interpeace Rwanda, including Bus hire services and field vehicle hire services, specifically Jeep-type vehicles manufactured in 2015 and above
- Scope of Work
The selected transport company will be responsible for providing:
- Reliable, roadworthy buses for transporting groups of staff and stakeholders within Kigali and to upcountry districts.
- Sturdy, well-maintained field vehicles for deployment in rural and off-road environments.
- Drivers with valid licenses and experience in inter-district travel and field logistics.
- Vehicles that are fully insured, regularly serviced, and compliant with Rwanda’s transport regulations.
- Timely pick-up and drop-off services as per Interpeace’s schedule and activity calendar.
- Provide an EBM invoice, signed purchase order, and signed travel sheet
- Minimum Requirements for Application
Interested transport service providers must submit the following:
- Company Profile (Physical Address of the company and contact information)
- Proof of registration with RDB
- Valid RRA Tax Clearance Certificate
- Valid RSSB Clearance Certificate
- Proof of EBM (Electronic Billing Machine) registration
- At least three (3) years of experience in providing transportation services in Rwanda
- At least three (3) recommendation letters from international NGOs (INGOs)
- Quotations with unit rental prices for:
- Bus hire (within and outside Kigali)
- Field Jeep vehicles (within and outside Kigali)
- Duration of the Contract
The successful transport service provider will be awarded a two-year framework agreement with services to be used on a need-basis as requested by Interpeace.
