1. About AVSI Rwanda

AVSI Rwanda invites competent suppliers to tender for the supply and delivery of 3 seven-seat project vehicles (SUVs) for daily operational activities. 

2. Requirements for Bidders 

Bidders must submit: 

  1. Company profile including PIN and registration certificate 
  2. Tax clearance / certificate of compliance 
  3. Declaration of eligibility signed and stamped 
  4. Evidence of previous supply of vehicles 
  5. Completed and signed Tender Dossier

Mandatory: All requirements must be included.

5. Submission Instructions 

Tender dossier and priced proposals must be submitted in a sealed envelope clearly marked: “Ref No: AVSI/RW/VEH/2026/01 – Supply and Delivery of 3 Project Vehicles” 

and deposited at:

AVSI Rwanda Tender Box 

Head Office, Kimironko Sector, Gasabo District, Kigali 

P.O Box: 3185 Kigali 

Deadline: 30th March 2026, 05:00 PM local time 

6. Bid Opening 

Bids will be opened at 11:30 AM, 31th March 2026 at AVSI Rwanda Office. After presenting the payment receipt of 10,000 FRW related to the lot applied for, to account No. 00040-00207132-70 BASE LOGISTIQUE held at BK.

All bidders are invited to attend. 

7. Compliance and Integrity 

  • AVSI Rwanda applies a zero-tolerance policy towards fraud, corruption, collusion, and coercion. Any attempt to influence the procurement process will result in immediate disqualification.
  • Bidders must submit independent offers. Any evidence of collusion or price coordination will result in immediate disqualification. 
  • Any bidder having a direct or indirect conflict of interest with AVSI Rwanda staff or board members must declare it. Failure to do so may lead to disqualification. 
  • AVSI Rwanda reserves the right to request clarifications or additional documentation without altering the substance of the bid. 

8. Cancellation Clause 

AVSI Rwanda reserves the right to cancel the tender procedure at any stage if:

  •  Funding conditions change, 
  • Technical requirements evolve, 
  • Insufficient competition is observed, 
  • Administrative irregularities are detected. 

No compensation shall be payable to bidders in such cases. 

9 .Key Contractual Clauses 

Validity of OfferBids must remain valid for 60 days from the submission deadline. Warranty RequirementMinimum manufacturer warranty: 12 months or 50,000 km. After-Sales Service: Supplier must demonstrate availability of spare parts and service center in Rwanda

Delivery and Registration: The cost of each vehicle must include all expenses related to import clearance, customs duties, taxes, and registration. Vehicles must be delivered fully customs cleared, legally registered, and equipped with license plates, ready for use in Rwanda

AVSI Rwanda may engage an independent technical advisor during evaluation.

10.Terms of Payment 

Normal terms of payment: within 10 working days of satisfactory delivery of vehicles and documents in apparent good order. Proposers must specify if different. 

11.Mandatory document

AVSI Rwanda informs all interested suppliers that they are required to comply with AVSI’s policies and principles, as: 

  • AVSI Code of Ethics, 
  • Eligibility Declaration, 
  • PSEAH, and Child Safeguarding acceptance form 

AVSI Rwanda may engage an independent technical advisor during evaluation. 

If possible, it would be advantageous to provide a photo of the vehicles submitted for the tender.
