Assignment Title: Consulting firm for Staff Capacity Building in Soft Skills and Leadership.
The Smart Africa alliance has received financing from the World Bank toward the cost of the Digital Transformation for Africa /Western Africa Regional Digital Integration Program - WARDIP)and intends to apply part of the proceeds for consulting services to hire consulting firm for Staff Capacity Building in Soft Skills and Leadership.
The consulting services (“the Services”) includes to enhance the functional, behavioral, and strategic capabilities of Smart Africa staff by delivering structured, contextualized, and practical training modules across two core capacity domains:
A. Develop Leadership for Digital transformation:
- Improve strategic thinking, decision-making, communication, and negotiation skills.
- Develop strategic leadership capabilities aligned with Smart Africa's mission to catalyze digital development across the continent.
B.Build essential Soft Skills for high performance teams:
- Improve interpersonal effectiveness, emotional intelligence, stakeholder communication, negotiation,
collaboration, and conflict resolution. - Strengthen a culture of continuous improvement, learning, and accountability.

The Smart Africa alliance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria will focus on specific experience of the firm in conducting relevant assignment, years of experience in core business and technical and Managerial capability of the firm.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” seventh Edition September 2025 setting forth the World Bank’s policy on conflict of interest. Available on:

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the quality and cost best selection method set out in the world Bank Procurement Regulations.
