REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR “FUEL SUPPLY SERVICES” TO LIVING WATER
INTERNATIONAL RWANDA MOTOR VEHICLES UNDER A CONTRACT FRAMEWORK

Living Water International Rwanda (LWI Rwanda), a non-profit Christian International organization dedicated to providing sustainable water, sanitation, and hygiene (WASH) services to Rwandans, hereby invites qualified and reputable companies to submit Expressions of Interest (EOI) for the provision of fuel supply services for its fleet of motor vehicles under a contract framework arrangement.

Scope of Services

The selected companies will be required to:

  • Supply quality fuel (diesel and petrol) for LWI Rwanda owned motor vehicles.
  • Ensure reliable access to fuel through an adequate network of petrol stations across Rwanda.
  • Provide an effective fuel management system that enables real-time tracking and accountability of fuel consumption.
  • Establish clear modalities for payments and flexible billing arrangements.
  • Generate and submit timely reports and data on fuel consumption to LWI Rwanda office.

Eligibility Requirements

Interested and eligible companies must submit the following documents in their bid package:

  1. Company registration certificate by RDB
  2. Proof of relevant experience in fuel supply services.
  3. Valid tax clearance certificate issued by RRA.
  4. Good standing certificate issued by RRA
  5. A list of operational petrol stations, including names of their locations.
  6. Description of the fuel management systems in place (tracking mechanisms, accountability tools, data/reporting platforms, use of fuel cards, etc. ).
  7. Proposed payment modalities and reporting methods and fuel usage data sharing frequency .

Submission Details

  • Submit your Expression of Interest (EoI) documents merged with ONE single PDF document
    to LWIRProcurement@water.cc and write “Expression of Interest for Fuel supply service” in the subject line 
  • Deadline for Submission: October 25th, 2025, before note later than 17:00 ,
    late submissions will be rejected.

Notes: Only shortlisted companies meeting the eligibility requirements will be invited to participate in the next stage of the tender process.
