Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

  • Governance and democracy
  • Digitalisation

General background 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

Context:

The Waste and Circular Economy (WCE) project aims to enable public and private actors to implement circular economy practices in Rwanda’s waste sector and is part of the Rwandan German Climate and Development Partnership. 

Through its support to the Ministry of Environment (MoE) and subordinate institutions, the WCE project provides these relevant state actors with technical and process-related advice regarding the development of instruments for implementing and operationalising policies, strategies, and plans for circular waste management. A specific focus lies on the cooperation between the public and private sector, which is taken into regard through initiating and moderating dialogues between state institutions and private enterprises.

Furthermore, the WCE project is supporting private enterprises to develop financially viable business models and access finance for inclusive, climate-smart waste management and a circular economy. A major enabling factor is an improved financial environment for WCE activities, including access to finance, setting up subsidized target programs, and a higher educational level of financial institutions and intermediaries for the specific needs of WCE business approaches. An improved regulatory framework, for example by enforcing common standards in waste management, would also create further markets for WCE services. 

Finally, the WCE project aims to pilot national strategies and plans for circular waste management in a selected satellite city located in the Kigali metropolitan area. Once the satellite city has been selected, the project will address the local government departments responsible for circular waste management and advise them on the implementation of national strategies and guidelines for circular waste management at the local level. This will involve the development of an action plan based on a selected waste stream, such as organic waste. The experience gained with piloting will be fed into the national dialogue process. 

Within the framework of its cooperation with Bugesera municipality, GIZ WCE plans the construction of a composting & recycling facility.

Description of assignment:

The facility will consist of one large, roofed hall measuring 18*54 meters, divided into four functional sections. The assignment will include a design review phase and a construction phase.

Design review phase:

  1. Topographic survey and slope evaluation
  2. Detailed design: Load assumptions, Material evaluation (slab, foundations, walls, roof), corrosion protection, standards compliant with Rwandan building requirements
  3. Technical drawings for:
    1. Overall site including access roads, fence, gates, etc.
    2. Terracing, retaining walls, drainage
    3. Roofing and flooring per section
    4. Structural components (columns, trusses)
    5. Guard shelter, office, toilets, and social rooms (as part of the hall)
  4. Updated, Detailed BoQ
  5. Work specifications
  6. Preparation of the necessary documents for obtaining the required permits in close coordination with GIZ and the district.
  7. Construction schedule and methodology

Construction phase:

  1. Earthworks: Excavation, terracing, backfilling, access roads
  2. Levelling, compaction, sub-base and foundation, concrete slab including steel mesh reinforcement (partly)
  3. Foundation and retaining wall construction
  4. Foundation, concrete slab including steel mesh reinforcement (partly) and leachate drainage channels
  5. Structural steelwork and roofing (corrugated iron sheets)
  6. Walls, Office, Toilet, Social rooms, entrance gate
  7. Rainwater harvesting system inclusive of tanks
  8. Fencing and access gates
  9. As-built documentation

A. Process description

The contractor is required to describe the key processes for the services for which he/she is responsible and create a schedule that describes how the services are to be provided. In particular, the contractor is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors. The contractor is required to draw up a personnel assignment plan that includes information on assignment dates (duration and expert days) and locations of his assignment. 

B. Contractor qualifications and requested information 

The contractor is required to provide references of similar works showing its capacities to complete the planned project with the required finishing quality.

The specified qualification and information below represent the requirements to reach the maximum number of points.

Qualifications: 

  • Only companies can apply no individual application accepted
  • Good business language skills in English and Kinyarwanda. 
  • 5 years of technical experience in a similar area of work in Rwanda and have successful completed 2 infrastructure projects in past 5 years (2 references letter are to be submitted)
  • The contractor should be willing to allocate at least 5 staff/ from his/her company to fully work on this project. C.Vs of these 5 staff/ should also be attached to the technical offer that will be submitted to GIZ 
  • Site supervisor with at least bachelor's degree (A0) in Civil Engineering with at least 3 years of experience in construction projects.

Location and Timelines and contract for the assignment: 

  • Period of assignment: 6 months
  • Place of assignment: Bugesera, Rwanda
  • The maximum contract value shall not exceed 103,750,000 RWF 

Briefing session 

Interested applicants should be available for a site visit on 10.10.2025 in Bugesera at both the current compost facility, located in Nyabivumu village of Nyamata Sector from 09:00 to 11:30, as well as the actual construction site in Gasenga II Village, Nyamata y' Umujyi Cell, Nyamata Sector, Bugesera District, Eastern Province from 12:00 to 14:30. (latitude: -2.138778°, longitude: 30.113533°). Only applicants who will be present for the site visit will receive the artwork and the Bill of Quantities (BoQ) for the assignment. (essential for submission of tender documents). 

Application 

Only candidates who will attend the site visit in Bugesera will submit their applications (technical offer & financial offer) in separated & sealed envelopes. The application should include:

1. Technical offer including:

  • Technical references with performance certificates from previous projects, 
  • a clear work methodology, 
  • works schedule, 
  • available equipment for the implementation of the works/or Access to construction equipment needed for excavation, foundation laying, etc, 
  • up to date CV of staff involved in the implementation of the works

2. Financial offer with all breakdowns of costs in RWF tax excluded (BoQ form must be used)
