The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Rwanda for more than 40 years.

Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.

Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

  • General information

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

The DigiCenter is a newly created Digital4Rwanda project unit dedicated at delivering impact driven digital solutions, developing the capacities of the local innovation ecosystem, and replicating/scaling-up digital solutions at regional and continental level. 

Among the activities proposed in this project is to support digital literacy for people with disabilities (PwDs) through training sessions and establishment of accessible training centers, the initiative steered by Ministry of ICT and Innovation (MINICT) with contributions from other different development partners. The training center for people with disabilities will be established in Kicukiro District by renovating and extending the existing building/training center. The current building/training center to be renovated is an open space with different rooms that are currently used to train women and to host one of the organizations of persons with disabilities (UWEZO). The goal is to establish aDigital Literacy Training Center for People with Disabilities. 

  • Description of the works 

As part of this project GIZ intends to award a contract for Renovation and Extension of Digital Literacy Training Centre for Persons with Disabilities Phase 1

The scope of work includes:

  • Demolition works
  • Earthworks
  • Foundations and ground beams 
  • Concrete columns and beams work
  • New ground slab works
  • Elevations works
  • Roof works
  • Metal works
  • Plumbing
  • Floring
  • Walls plastering
  • Environmental/safety requirements: 
  • Site barracks 

The detailed work is described in the technical specifications and drawings provided here as annexes. 

  • Technical Proposal Requirements 

Bidders are required to prepare a clear and structured technical proposal demonstrating their understanding of the assignment and their capacity to implement the works in accordance with the technical specifications, drawings, and BoQ provided in the tender documents.

The technical proposal must be directly aligned with the technical evaluation criteria defined in the assessment grid and must be structured as follows:

3.1Appropriateness of the Suggested Concept and Work Plan 

Bidders shall provide a detailed description of their proposed implementation concept and methodology for executing the works.

The concept must clearly demonstrate:

  • Understanding of the project scope and site conditions 
  • Proposed construction methodology for all work packages, 
  • Proposed sequencing of works and construction phases 
  • Site organization and logistics approach 
  • Quality assurance and quality control system 
  • Health, safety, and environmental management measures 
  • Risk identification and mitigation measures 
  • Coordination and communication approach with the Client and stakeholders 

The bidder shall also present:

  • A detailed work plan and implementation schedule 
  • Allocation of key personnel and responsibilities 
  • Description of technical backstopping arrangements, including internal review and support mechanisms 
  • Identification of decision-making and supervisory structure 

3.2 Company’s Previous Experience 

The Bidders shall demonstrate their relevant experience in executing works of a similar nature, scale, and complexity, clearly demonstrating technical capacity and successful implementation performance. This should include: 

  • Brief description of the project scope and type of works executed 
  • Technical complexity and key construction elements involved 
  • Role and responsibilities of the bidder in the project 
  • Contract execution approach and implementation methodology applied 
  • Challenges encountered and how they were resolved 
  • Key technical achievements and outcomes 
  • Relevance of the project to the current assignment 

In this section the bidder should clearly demonstrate their ability to successfully execute construction works of comparable nature, particularly in renovation and extension of public or institutional buildings.

3.3 Project Team 

Bidders shall provide details of the proposed project team demonstrating appropriate technical capacity to execute the assignment.

The submission must include:

  • Composition of the project team 
  • Clearly defined roles and responsibilities 

For each key expert, the bidder shall submit:

  • Updated Curriculum Vitae (CV) 
  • Evidence of relevant experience in similar assignments 
  • Description of role in the proposed project 

The proposed team must demonstrate adequate experience in construction works of comparable complexity.

  • Eligibility Requirements 

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

  • Copy of valid RDB registration Certificate, 
  • VAT certificate and 
  • Valid tax clearance. 
  • Completed self-declaration of eligibility form. 
  • 5 References of works of similar nature as specified above (performed within the last five (5) years)
  • Submission of the offers

The offer must be submitted in 2 separated emails in PFD format. The email subject line should be in the form of:

  • 7000005613 - Financial Offer in the format of BoQ provided 

Details of our submission requirements are explained in the enclosed terms and conditions for application. Tenders which are submitted after the deadline, or which do not comply with the terms and conditions for application, will not be considered.

The tender documents listed below must be submitted in full and as separate documents:

  • Eligibility documents including completed self-declaration and annexes (RDB, VAT and tax clearance certificates, references 
  • Financial bid in the format of BOQ provided
  • Technical proposal, including an up-to-date curriculum vitae (CV) for each expert and concept 

When preparing the financial bid, you must adhere to BoQ provided. The tenders received will be subject to a technical evaluation based on the CV and the concept in accordance with the technical assessment grid (see annex). Only tenders that score over 500 points in the technical evaluation will be accepted for the financial evaluation. 

Sustainability

We have developed a Guide for Practising Corporate Sustainability (GPS) so that our contractors can learn about corporate sustainability at GIZ. We encourage all tenderers to complete the GPS online course and obtain the certificate.
