This permanent, full-time position goes beyond routine compliance; it is an opportunity to empower project teams and national partners by translating complex data into meaningful insights and actionable project adaptations. Reporting to the programme officer, you will provide transversal technical support to projects currently under implementation, focusing on anchoring robust framework methodologies, facilitating internal and external evaluations, and ensuring that our external messaging honestly reflects our progress on the ground.

NOTICE OF INVITATION TO TENDER N° A-RWA030-2026-8308

Title: Acquisition of Seed Extraction and Packaging Line (500 kg/day). (Goods)

In the framework of project RWA/030 receiving financial support from the governments
of the Grand Duchy of Luxembourg and Rwanda

This notice of invitation is launched by and according to the procedures of LuxDev, Luxembourg agency for development and Cooperation, on behalf of project RWA/030 receiving financial support from the governments of Rwanda and the Grand Duchy of Luxembourg.

1. Identification and financing of the Project/Programme

  1. Title: Project RWA/030 - Improving skills for holistic employment in modern agriculture
    (ISHEMA)
  2. Source of financing: The government of Rwanda and the government of the Grand Duchy of Luxembourg as set out in the project’s/programme’s bilateral agreement n° dated 18/10/2024.

3. Eligibility and evaluation criteria

  1. Origin: No restriction
  2. Eligibility: Economic operators satisfying the criteria included in the statement of good standing and in the ethics clauses of the general regulations.
  3. Evaluation: The most economically advantageous tender on the basis of price, administrative and technical criteria and incoterm CPT (Mombasa) will be granted the contract.

4. Location and timeframe

  1. Location of the project: Rwanda
  2. Terms and place of delivery: 

As per the technical specifications, Incoterm will be either FCA (Departure port), CPT (Mombasa) or DAP (TSS 2 sites in Rwanda). The tenderers shall propose a price for each option. 

For comparison and evaluation of the offers, bids will be assessed based on Incoterm CPT (Mombasa) prices, ONLY.

The final destination and installation of the equipment will be to 2 sites in Rwanda: Mutobo Technical Secondary School (Mutobo TSS) in Musanze District, and Gitwe Technical Secondary School (Gitwe TSS) in Ngoma District.

c. Performance period of the contract: 

  • for incoterm FCA : three (3) months with a suspension for transport from departure port to final destination sites and installation instructions from the contracting authority ;
  • for incoterm CPT : five (5) months with a suspension for transport from Mombasa to final destination sites and installation instructions from the contracting authority ;
  • for incoterm DAP : six (6) months with a suspension for installation instructions from the contracting authority ;

commencing from the date indicated in the administrative order to commence services and ending with provisional acceptance.
Final acceptance and warranty obligations shall be governed by Articles 40 and 42 and shall survive the performance period.

Any infringement of these measures (e.g. inclusion of a price element in the technical offer, or submission of offers outside the specified e-mail addresses or deposit areas) will constitute an element of non-compliance and will result in the rejection of the offer by the evaluation committee.

You will receive an acknowledgement of receipt of your offer following the deposit of the offer.

11. Complementary or additional services

This contract does not include any complementary or additional acquisition of goods. In the event where complementary or additional acquisition of goods would be required (initially not included), its value will be limited to a maximum of 50% of the initial value of the contract. When several successive amendments are made, this limit applies to the value of each amendment.
