Call for Consultancy: Development of Educational materials and Capacity Building on Contract Farming, Supply Chain Coordination, Market Intelligence, and Export Readiness in Rwanda’s Avocado Value Chain
The Horticulture Exporters Association of Rwanda (HEAR), in partnership with AGRA and the MasterCard Foundation, invites qualified consulting firms to support a 36-month project titled “Enhancing Market Access and Inclusivity in Rwanda’s Horticulture Value Chain.”
Scope of work
The consultancy will focus on:
- Developing avocado contract farming guidelines and SOPs
 - Designing training modules on export readiness, supply chain coordination, and market intelligence
 - Facilitating stakeholder workshops and capacity-building sessions
 - Strengthening coordination mechanisms, market access, and inclusive participation of youth, women, and persons with disabilities.
 
Work streams include:
- Market intelligence and stakeholder information sharing
 - Standard guidelines for contract farming
 - Enhancing value chain coordination efficiency
 - Creating an enabling environment for sub-sector growth
 - Market readiness and inclusivity
 - Networking and linkage skills.
 
Duration and location
- 30 months (one-year renewable contract)
 - Activities in Kigali and key avocado-producing districts
 
Qualifications
- Registered consulting firm with valid RDB, tax, and RSSB compliance
 - Minimum 5 years’ experience in agribusiness development, value chain facilitation, and stakeholder training
 - Expertise in contract farming, trade facilitation, export market development, and gender & social inclusion
 - Proven track record in developing agricultural SOPs/guidelines and facilitating multi-stakeholder events
