Terms of Reference for Conducting a Detailed Feasibility Study for the Construction of Tubiteho Special School

1. Background of TUBITEHO 

TUBITEHO is a non-profit organization registered with the Rwanda Governance Board (RGB) on 15 October 2013. It was founded by parents and friends of people with intellectual disabilities to promote their rights and well-being. In 2005, it established a special school for children and youth with intellectual challenges. In May 2022, the school was accredited by NESA. 

TUBITEHO advocates for quality special education and fights stigma and discrimination.
Through its Special School, it provides specialized education and day-care services to support social inclusion and independence.

2. Scope of work

• To conduct site visit and assessment 
• To prepare architectural and engineering designs for:

• Classrooms suitable for educational use (10 classrooms), Headmaster office, DOS office, Accountant office, Conference Hall with 80-100 capacity, store, kitchen)

• TUBITEHO Head office,
• Perimeter fence,
• Basketball, football and volleyball grounds.
• Design functional and accessible office spaces.

• Prepare structural, electrical, and plumbing designs as required
• To prepare Bills of quantities (BoQs) 
• To ensure compliance with national construction standards, safety, and environmental requirements.
• To provide technical guidance during the procurement and construction phases (without direct implementation).

3. Expected deliverables

• Project costing (Designs, Drawings, BoQs, Supplier contract)
• Technical specifications.
• Tender document

4. Qualifications and experience

• Legally registered consulting firm/ Individual consultant
• Minimum Ten (10) years of experience in architectural and engineering consultancy.
• Proven experience in design of educational facilities, office buildings, or similar infrastructure.
• Demonstrated capacity to produce complete design and tender documents.
• Able to submit permit applications through the City of Kigali system and address comments raised by the City of Kigali (CoK).
• Experience working with NGOs or donor-funded projects is an added advantage.

5. Evaluation Criteria

• Relevant experience and qualifications.
• Technical approach and methodology.
• Quality of previous similar assignments.
• Financial proposal.

6. Application Procedure

Interested consultants or consulting firms shall submit:

• Technical proposal
• Financial proposal in Rwandan Franc shall include all applicable taxes and charges
• Company profile or CVs of key experts.
• Copies of legal registration documents.
• References from similar assignments.

Well-printed bids, properly bound and presented in two copies, one of which must be the original, should be sent by courier or hand-delivered in a sealed envelope clearly indicating the name of the tender. The bids must be submitted to the reception of TUBITEHO Special School, located in Kicukiro District, Gahanga Sector, Nunga Cell, no later than 26 March 2026 at 10:00 a.m. (local time).

Late submissions will not be accepted.

7. Duration of the Assignment

The consultancy assignment will be carried out over a period of one month from the date of contract signing.
