Assignment: Revision of Finance, Procurement, Human Resources, and Operations Manuals
Location: Kigali, Rwanda
1. Background
Rwanda Women’s Network (RWN) is a National non-governmental organization dedicated to the promotion of women’s rights and empowerment. To ensure continued compliance with national regulations, international best practices, and evolving donor requirements, RWN seeks to update its internal governance and administrative frameworks.
2. Objective of the Assignment
The primary objective is to review, update, and harmonize the following organizational manuals:
- Finance Procedures Manual
- Procurement Procedure Manual
- Human Resource Procedure
- Code of Conduct
- Internal Operations Procedure Manual and other internal policies
The goal is to ensure these documents are robust, transparent, and aligned with the current legal framework of Rwanda and global accounting standards.
3. Scope of Work
The selected consultant or firm will be responsible for:
- Initial Assessment: Reviewing existing manuals to identify gaps, inconsistencies, and areas for improvement.
- Stakeholder Consultation: Conducting interviews with key management and staff to understand operational bottlenecks.
- Technical Revision: * Finance: Updating internal controls, reporting structures, and compliance with IFRS/Tax laws.
- Procurement: Refining bidding processes, vendor management, and value-for-money protocols.
- HR: Updating recruitment, performance management, and DEI (Diversity, Equity, and Inclusion) policies.
- Operations: Streamlining asset management, IT usage, and security protocols.
- Validation: Presenting the draft manuals to RWN Management for feedback and final approval.
4. Deliverables
- Inception Report: Detailing the methodology and work plan.
- Draft Manuals: Comprehensive drafts for each of the four areas.
- Final Manuals: Clean, professionally formatted versions incorporating all feedback.
- Briefing Session: A presentation to staff on the key changes and implementation strategies.
5 .Required Qualifications
- Proven experience in organizational development or auditing for NGOs.
- Deep understanding of Rwandan labor law, tax regulations, and procurement standards.
- Strong background in financial management systems.
- Excellent technical writing skills in English.
6. Evaluation Criteria
Proposals will be evaluated based on a "Best Value for Money" approach, considering both technical expertise and financial competitiveness. The following weighting will be applied:
