TERMS OF REFERENCES FOR PRODUCTION AND DISSEMINATION OF LOCAL GOVERNMENT SERVICES CHARTERS

BACKGROUND

Collectif des Ligues et Associations de Défense des Droits de l’Homme au Rwanda (CLADHO) is an umbrella of Human Rights organizations in Rwanda founded in 1993 with a mission to protect, defend and promote human rights. It is active in the areas of Human rights promotion, economic governance, right to social protection, right to education and citizen participation.

Through the Public Policy Information Monitoring and Advocacy project (PPIMA) supported by Norwegian People’s Aid, CLADHO plans to review, produce and disseminate local government services charters for the 10 districts of Bugesera, Gakenke, Gicumbi, Gisagara, Kayonza, Kirehe, Ngororero, Nyagatare, Nyanza and Rutsiro). It is against this background, that CLADHO funded and supported by Norwegian People’s Aid is looking for a competent firm to review, produce and disseminate local government services charters for the above-mentioned districts.

Deliverables /Tasks

The specific tasks under this consultancy will include:

  • Review of the existing services charters for 10 districts, sectors and cells;
  • Design existing services charters in a user-friendly format;
  • Designing each district and sector services charter into a large format banner (2.5metres*1.5metres);
  • Design each cell services charter into a large format banner (2.00 metres*1.06 metres);
  • Printing and dissemination of 10 districts services charter banners;
  • Printing and dissemination of 142 sector services charters banners;
  • Printing and dissemination of 739 cells services charters banners.

Responsibility

  • The consultant will be under the supervision of the Executive Secretary of CLADHO and shall be working with the CLADHO-PPIMA project team for quality assurance.
  • Working very closely with CLADHO and the district leadership to approve the reviewed services charters.

Qualification requirements of the Company

  • A certificate of VAT;
  • Have a large format-printing machine or a rental contract for the said machine;
  • A certificate of good completion for the district dissemination works (dashboards or banners issued by at least 2 districts.

Qualifications and competences of the responsible person

  • Have at least a bachelor‘s degree in social sciences or other related sciences;
  • A provenexperience in local government of at least 5years;
  • Experience in dissemination (dashboards or banners) issued by at least 3 districts;
  • A good understanding of districts working documents production and dissemination;
  • Detailed CV and qualifications.
