Supply and Delivery of Laying Chickens
1. Introduction
Horticulture in Reality Corporation Limited (HoReCo) is a youth-led agribusiness company of professionals in agriculture created by Agro-Studies Program Alumni who underwent eleven months of practical training in Israel within different promotions. This program is one of the bilateral agreements between the governments of Rwanda and Israel to train graduates with different agricultural backgrounds. HoReCo comprises 93 shareholders and all have different backgrounds in the agriculture sector such as Horticulture, Crop production, Agronomy, Agribusiness, Agriculture Mechanization, Soil and water management, Soil Sciences, Irrigation and Drainage, Animal production etc.

- Objectives of HoReCo
The overall objective of HoReCo is to improve Rwanda’s food security by applying modern farming and innovations in research and technology to agriculture, resulting in real and tangible long-term income.
The specific objectives of HoReCo are reflected in the following areas of intervention;
- Growing various and trial crops within different corners of the country;
- Extension services deliverance on crop production and value chain traceability;
- Extension services deliverance on the operation, maintenance and management of irrigation schemes;
- Providing and facilitating different agricultural pieces of training;
- Supporting agricultural cooperatives for sustainable management;
- Promotion of savings and credits among farmers operating in agriculture schemes;
- Stimulate the farmers’ ownership of irrigation schemes for the operation and maintenance of infrastructures in a sustainable way;
- Production of improved seeds for different crops;
- Supply cost-effective inputs (seeds, fertilizers, pesticides, etc.) and link farmers to the potential markets;
- Promotion of gender and conflicts resolution in the perspective of agricultural production;
- Mobilization of farmers’ cooperatives towards agricultural insurance scheme.
Within this framework, HoReCo is implementing the Youth Entrepreneurship in Agriculture in Rwanda (YEA-R) Program, which aims to empower young people to engage in agriculture as a sustainable and viable business. The program supports youth-led agribusiness initiatives through targeted interventions, including access to productive assets, technical support, and market-oriented value chains.
In line with the objectives of the YEA-R Program, HoReCo hereby invites eligible and qualified suppliers to submit bids for the supply and delivery of laying chickens, in accordance with the technical specifications and requirements outlined in this Terms of Reference.
1. Objective
The objective is to contract a qualified and experienced supplier to supply and deliver fifteen thousand (15,000) laying chickens to youth groups in accordance with the technical specifications and delivery schedule outlined in this Terms of Reference.
2. Scope of work
The selected supplier shall be responsible for the following:
- Compliance with all applicable national regulations and standards
- Ensuring animal health, biosecurity, and welfare during transportation and delivery
- Transportation and delivery of chickens to designated farms
- Provision of adequate feed sufficient for 15 days per chicken and vitamins
- Supply of laying chickens that meet the specified breed and age requirements
3. Technical specifications
The chickens supplied must meet the following minimum specifications:
- Breed: Novogen Brown, or Isa Brown, or Lohmann brown
- Age: 18 weeks old at the time of delivery
- Quantity: 15,000 chickens
- Health status:
- Chickens must be healthy, vaccinated, and free from diseases
- Veterinary health certificates must be provided at delivery
- Feed:
- Adequate feed supplied to cover 15 days per chicken and vitamin
- Feed must be appropriate for 18-week-old laying chickens and meet recommended nutritional standards
4. Delivery locations
The supplier shall deliver the chickens directly to farms located in the following districts:
- Bugesera District: Gashora, Ruhuha,Mareba and Musenyi sectors
- Ngororero District: Ngororero, Sovu, Kageyo and Muhororo sectors
- Musanze District: Busogo, Gataraga, Kimonyi and Muko sectors
- Burera District: Butaro, Rwerere, Rusarabuye and Kagogo sectors
- Karongi District: Bwishyura, Gitesi, Gishyita and Rubengera sectors
Delivery shall be at farm level, and the supplier shall bear all transportation and handling costs.
5. Delivery schedule
- The supplier must be capable of supplying and delivering the chickens during the months of May, June and July 2026.
- A detailed delivery plan and schedule shall be submitted as part of the technical proposal.
6. Supplier qualifications and eligibility
Interested bidders must meet the following minimum requirements:
- Proven experience in the supply of laying chickens of similar specifications
- Holding a chicken farm with capacity of holding at least 30,000 laying chicken for specified breed
- Capacity to supply the full quantity within the specified period
- Availability of adequate transportation and biosecurity measures
7. Mandatory documentation
Bidders must submit the following documents as part of their bid:
a. Technical proposal, including:
- Description of the proposed supply methodology and delivery plan
- Breed, age, health management, and feeding plan
- Evidence of similar assignments successfully completed (Certificates of Good Completion)
b. Financial proposal, clearly indicating:
- Unit price per chicken
- Price of feed for 15 days
- Price for vitamins
- Total cost (inclusive of feed for 15 days and vitamins, transportation, and all applicable taxes)
c. Supporting documents:
- Rwanda Development Board (RDB) Registration Certificate
- Rwanda Revenue Authority (RRA) Tax Clearance Certificate
- Certificates of Good Completion for similar services
Under the Financial Proposal, bidders shall be required to:
- Clearly indicate separate unit prices and total prices for each breed, as follows:
- Novogen Brown (18 weeks old)
- Lohmann brown (18 weeks old)
- Isa Brown (18 weeks old)
- Prices shall be all-inclusive, covering:
- Cost of chickens
- Feed for 15 days and vitamins
- Transportation and delivery to farm level in all specified districts
- Taxes, duties, and any other associated costs
Failure to provide distinct pricing for each breed shall render the financial proposal non-responsive.
8. Submission of bids
- Bids shall be submitted via email: horecoprocurement@gmail.com
- Both technical and financial offers must be submitted.
- The deadline for submission is not later than 27th March 2026 at 05:00pm.
- Late submissions shall not be considered.
9. Evaluation criteria
Bids will be evaluated based on the following criteria:
- Compliance with technical specifications
- Relevant experience and past performance
- Delivery capacity and schedule
- Financial competitiveness
- Completeness and validity of required documentation
10. Contract award and payment terms
The contract shall be awarded to the bidder whose proposal is determined to be substantially responsive and offers the best value for money, in accordance with the evaluation criteria.
