Recruitment of a Consulting Firm or Individual Consultant for the Rehabilitation of MUKO Maize Flour Milling Plant Premises

1. Background
Tubibe Amahoro (TA) is a community-based human rights promotion and community development organization founded in 1995 in the aftermath of the 1994 Genocide against the Tutsi in Rwanda. TA works to promote human rights, socio-economic development, environmental protection, gender equality, and rural transformation.
Through the project entitled “Improving Food Security and Boosting Farm Income for Women Smallholder Farmers in Rwanda (IFS/KUNGAHARA)”, funded by the European Union and jointly implemented by ActionAid Rwanda and Tubibe Amahoro, TA supports women-led farmer cooperatives to improve food production, post-harvest management, market access, and agro
processing capacities.
As part of the project implementation, TA upgraded the machinery of the MUKO Maize Flour Milling Plant located in Musanze District. However, rehabilitation of the plant premises and construction of additional operational facilities are required in order to comply with standards set by the Rwanda Standards Board (RSB) and the Rwanda Food and Drugs Authority (Rwanda FDA)
under the national “Zamukana Ubuziranenge (ZU)” quality improvement framework.
It is in this regard that Tubibe Amahoro wishes to recruit a qualified consulting firm or individual contractor to undertake the rehabilitation works of the MUKO Maize Flour Milling Plant premises.
2. Objective of the Assignment
The overall objective of this assignment is to rehabilitate and upgrade the existing MUKO Maize Flour Milling Plant premises to meet operational, hygiene, safety, and quality standards required for maize flour processing and certification.
3. Scope of Work
The selected consultant/firm shall execute rehabilitation and construction works in accordance with the technical specifications and Bill of Quantities (BOQ) prepared by Tubibe Amahoro.
The works include, but are not limited to:
- Site installation and mobilization;
- Rehabilitation of machinery house;
- Construction and rehabilitation of operational rooms;
- Rehabilitation of office and warehouse facilities;
- Pavement and drainage works;
- Roofing and rainwater harvesting systems;
- Electrical and plumbing works;
- Mechanical and fire safety installations;
- External toilet rehabilitation;
- Waste collection infrastructure;
- Fence construction and external works;
- Water reconnection and lightning protection installation.
- Detailed technical specifications and quantities are provided in the attached Bill of Quantities (BOQ) in Excel format.
4. Deliverables
The selected consultant/firm shall deliver:
- Fully rehabilitated MUKO Maize Flour Milling Plant premises;
- Operational rooms compliant with hygiene and safety standards;
- Installed electrical, plumbing, drainage, and safety systems;
- Completion report including photographs and technical handover documentation.
5. Duration of the Assignment
The rehabilitation works are expected to commence in August 2026 and must be completed within a maximum period of one (1) months from the date of contract signature.
6. Qualifications and Experience Required
6.1. For Consulting Firms
Interested firms should demonstrate:
- Proven experience in construction and rehabilitation works;
- At least three (3) years of relevant experience;
- Experience in industrial, warehouse, or agro-processing facility rehabilitation;
- Availability of qualified technical staff;
- Valid company registration certificate and tax clearance.
6.2. For Individual Consultants/Contractors
Interested individuals should demonstrate:
- Relevant qualifications in civil engineering, construction, or related fields;
- Proven experience in building rehabilitation works;
- Technical capacity to execute the assignment within the required timeframe;
- Valid legal and tax compliance documents.
7. Submission Requirements
Interested bidders shall submit:
- Technical proposal describing understanding of the assignment and methodology;
- Financial quotation prepared independently by the bidder;
- Company profile or CV of the consultant;
- Copies of registration
- Tax clearance certificate
- Proof of ebm invoice
- RSSB clearance certificate
- Bank guarantee
- Evidence of similar previous assignments;
- Proposed implementation schedule.
Bidders are requested to complete the attached Bill of Quantities (BOQ) by providing reasonable and competitive price quotations for all items, in accordance with the requirements and scope of work outlined in the Terms of Reference (ToR). All prices should be inclusive of applicable taxes and any other associated costs.
8. Evaluation Criteria
Applications will be evaluated based on:
- Technical understanding of the assignment;
- Relevant experience and past performance;
- Implementation methodology and work plan;
- Technical capacity and personnel;
- Financial competitiveness.

The subject line of the email should read:”Tender Application – Rehabilitation of MUKO Maize Flour Milling Plant Premises”.
10. Confidentiality and Compliance
The selected consultant/firm shall comply with:
- Rwanda construction and safety regulations;
- Environmental protection standards;
- Occupational health and safety requirements;
- Quality standards applicable to agro-processing facilities.
Tubibe Amahoro reserves the right to accept or reject any application without obligation to justify its decision.
