TERMS OF REFRENCE FOR HIRING A FACILITATOR TO COLLECT CITIZEN FEEDBACK ON THE EFFECTIVENESS OF ACCOUNTABILITY AND TRANSPARENCY OF SCHOOL-LEVEL MANAGEMENT STRUCTURES

1. Background

Effective and transparent school-level management structures, such as School General Assemblies, Parent-Teacher Committees (PTCs), and School Management Committees (SMCs) are critical for ensuring quality education, accountability, and community participation. However, there is limited systematic feedback from citizens, especially parents and community members, on how these structures function and how transparent and accountable they are in managing school resources and decision-making processes. 

To strengthen citizen engagement and improve education governance. REFAC is seeking to hire a facilitator to collect and document citizen feedback on the effectiveness of these accountability and transparency mechanisms at the school level.

2. Purpose of the Assignment

The main purpose of this consultancy is to collect, analyze, and report citizen feedback on the effectiveness, inclusiveness, accountability, and transparency of school-level management structures to inform evidence-based advocacy and program improvement.

3. Specific Objectives

The facilitator will:

  1. Gather citizen perspectives (parents, students, teachers, community leaders) on the functioning of school management structures.
  1. Assess the level of transparency and accountability in school decision-making and financial/resource management.
  1. Identify key challenges and barriers affecting citizen participation in school governance.
  1. Document good practices and recommendations for improving accountability and transparency.

4. Scope of Work

The facilitator will undertake the following tasks:

  • Develop and validate data collection tools (FGD guides, interview questions, and feedback forms).
  • Conduct focus group discussions (FGDs) and key informant interviews (KIIs) with parents, teachers, students, and local leaders in selected schools.
  • Ensure inclusion of diverse groups, including women, youth, and persons with disabilities.
  • Compile and analyze the collected data to identify trends, gaps, and opportunities.
  • Produce a comprehensive Citizen Feedback Report with clear findings and recommendations.
  • Present findings in a feedback meeting/workshop with stakeholders.

6. Duration of the Assignment

The assignment is expected to last 17 working days, including preparation of developing data collection tools, conducting feedback sessions, analysis, and report writing.

7. Required Qualifications and Experience

Bachelor’s degree in Education, Social Sciences, Development Studies, or related field.

Minimum 3 years of experience in community facilitation, citizen engagement, or governance assessments.

Proven experience in qualitative data collection and participatory approaches.

Strong report writing and analytical skills.

Excellent communication skills in Kinyarwanda and English/French.

8. Reporting and Supervision

The facilitator will work under the direct supervision of the REFAC National Coordinator and in collaboration
with TWIYUBAKIRE IMIYOBORERE Y’UBUREZI Project Manager.

9. Logistics and Payment

The organization will cover logistical expenses related to venue, training materials, and participant refreshments and the facilitator will receive payment upon submission and approval of the final report and deliverables, as stipulated in the contract.

10. Ethical Considerations

The facilitator must ensure:

  • Informed consent from all participants.
  • Confidentiality and privacy in data handling.
  • Objectivity and neutrality throughout the process.
  • Adherence to child protection and safeguarding policies.
