PUBLIC TENDER NOTICE # PIH/IMB/ 9180 /M10/ FY 26

TENDER TITTLE: CONSTRUCTION OF THREE HOUSES TO MH PATIENTS AND PURCHASE OF HOUSEHOLD MATERIALS TO EQUIP THE CONSTRUCTED HOUSES

SOURCING METHOD: OPEN COMPETITION - DOMESTIC COMPANIES.

Partners In Health (PIH) is a nonprofit organization with its headquarters in Boston, Massachusetts, whose mission is to provide quality health care for poor and most in need populations around the world. Since 2005, the Ministry of Health in Rwanda has worked with PIH Rwanda, also known as Inshuti Mu Buzima, to improve the quality of care in the country and increase health care access for Rwanda most in need populations. PIH/IMB have since helped to bring high-quality health care to three Districts namely: Kayonza, Burera and Kirehe. 

Partners In Health / Inshuti Mu Buzima is seeking proposals from qualified and authorized Construction companies  for Construction of 3 Houses to MH Patients and purchase of household materials to equip the constructed houses at Kayonza, Burera and  Kirehe District as per term of reference (ToRs) and BoQ found in annex. Interested and qualified bidders should provide their proposals bearing the following requirements:

Compulsory requirements: 

1. Not being under blacklisted vendor list by Rwanda Public Procurement Authority (RPPA) nor Partners In Health.
2. Site visit certificate is obligatory required :  The site visits for the referenced project are scheduled as follows: Kirehe District  the site visit is scheduled on Tuesday October 28, 2025, All bidders are requested to assemble at Kirehe IMB Office by 11:00 AM for departure to the site ; in Kayonza District the site visit is scheduled on Wednesday October 29, 2025, All bidders are requested to assemble at Kayonza IMB Office by 11:00 AM for departure to the site; and in Burera District site visit is scheduled on on Thursday, October 30, 2025, All bidders are requested to assemble at Kayonza IMB Office by 11:00 AM for departure to the site. Interested bidders are required to attend the respective site visits.
3. PIH will issue certificates of visit for bidders who will visit the sites either in Kirehe, Kayonza or Burera. 
4. The bidders  must  submit a bid security equivalent to Eight hundred forty-three thousand seventy-eight Rwandan francs  (RWF 843078) issued by an authorized financial institution to guarantee the bid.(TEMPLATE provided as Appendix 2 to TORs)

Administrative requirement: 

1. Provision of company name; location details, showing a well-known physical address building; Street number
   Emails, contacts. 
2. Registration of domestic company issued by RDB in the same domain required.
3. Valid RRA tax clearance or proof of  RRA tax clearance request in progress
4. VAT registration certificate

Technical requirements:

Financially, the bid shall indicate:  

i. A commitment letter for the submission of the Performance Security (Bank Guarantee). 
The letter shall state that, if awarded, the bidder will provide a Performance Security (Bank Guarantee) prior to signing the contract. The Performance Security shall  depend on the contract value, as follows:  

 a) 5% of the contract whose value exceeds FRW 500,000,000;

b) 6% of the contract value between FRW 100,000,000 FRW to FRW 500,000,000;

c) 7% of the contract value between FRW 50,000,000 to FRW 100,000,000;

d) 10% of the contract price whose value is between FRW 20,000,001 to FRW 50,000,000.

e)The performance security is not required for contracts valued at or below FRW 20,000,000.

ii. The financial proposal in Rwandan Francs currency.

iii. The financial proposal shall include all applicable taxes and charges. 

iv. The financial proposal shall include terms and conditions of payment (preferably after execution of project).  

v. The proposal should indicate the shortest execution period.

vi. The financial proposal validity shall not be lower than 90 calendar days from the day of its submission to PIH.

prompt – Failing to follow this instruction proposals will  not be considered.

 The results of public opening will be available in the system starting from November 15, 2025 00: 00 am.

Special Notes: 

(1) There is no fee paid to obtain the Tender document. 

(2) Partners In Health is not obliged to purchase or to pay for any costs incurred by the bidder in preparation of his/her
proposal in response to this tender notice.  

 (3) PIH/IMB employees are restricted from participating in any PIH tender.
