Terms of reference for DRMR activity for House retrofitting, roof fixing and rehabilitation.
Introduction
We strive to advance children’s rights and equality for girls all over the world. As an independent development and humanitarian organization, we work alongside children, young people, our supporters and partners to tackle the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until they reach adulthood and enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national, and global levels using our reach, experience, and knowledge. For over 80 years we have been building powerful partnerships for children, and we are active in over 75 countries.
Plan International Rwanda opened in January 2007 and is currently working in the Eastern and Southern Provinces of Rwanda in the districts of Gatsibo, Bugesera and Nyaruguru with sponsorship programs and grant funded projects and in all 5 camps hosting refugees namely Mahama, Kiziba, Mugombwa, Kigeme and Nyabiheke. Building on its 15 years’ experience and learning in Rwanda context and guided by Plan International’s Program and Influence Approach, Plan International Rwanda is implementing programs and projects that (a) challenge discriminatory gender and social norms at the community level while (b) Influencing the development and implementation of relevant laws and policies that support children’s rights, especially girls. Based on the findings of the situation analysis, the country strategy is focusing on two integrated Country Programs (CP): (i) Skills, employability, wellness and resilient for youth and families, (ii) Foundations for safe and brighter futures.
The ToRs aim at conducting disaster mitigation and preparedness activities (house retrofitting and roof fixing) to venerable families in three sponsorship districts.
Objectives
2.1. Overall objective
The main objective is to save lives, reduce injuries, and minimize damage to property especially houses; by ensuring individuals, communities, and sponsored households are protected against disasters and withstand shocks related to emergencies. this will be done through house retrofitting, roof fixing and rehabilitation for vulnerable families in three districts of NYARUGURU, GATSIBO and BUGESERA.
Specific Objectives
- Ensure tightening and effective fixing of houses of the most vulnerable families
- Ensure the mitigation measures against strong winds are in place to ensure resilience and safety ahead of the pic of the rainy season.
- Ensure houses resist to shocks during disasters
- Ensure families increase their disaster preparedness to withstand stresses and shocks and to provide continued care and protection to their children of all ages;
- Key expectations
The main expectations of the house retrofitting, roof fixing and rehabilitation activities are:
- Effective roof fixing retrofitting of houses of the most vulnerable families Ensured
- Mitigation measures against strong winds are in place to ensure resilience and safety ahead of the pic of the rainy season.
- Houses resistance to shocks during disasters Ensured;
- Ensure Families capacity and disaster preparedness to withstand stresses and shocks ensured.

Application and Requirements
We invite all the interested suppliers to submit the following documents:
- A proposed delivery time or leadtime it will take to the deliver all materials
- Provision of three recent completion certificates for similar supplies within the last three years. The certificates should reflect a total value exceeding 150 million Rwandan francs.
- Experience of at least 5 years
- Copy of RDB certificate
- Copy of VAT certificate
- Valid Tax clearance and RSSB contribution clearance
- Detailed quotation including VAT and transport to locations in Gatsibo, Bugesera, and Nyaruguru.
Interested and qualified suppliers should submit their offers in a sealed envelope, clearly marked “Retrofitting Materials” by hand at the reception of Plan International Rwanda – Kigali Country Office (Kacyiru), no later than 2:00 p.m. on 15 June 2026.
