Terms of Reference for the Dissemination of Tailor-Made Content for Citizens ‘Consumption on Local Government Service Charters through Social Media Platform

1. Background

The Collectif des Ligues et Associations de Défense des Droits de l’Homme au Rwanda (CLADHO) is an umbrella organization of human rights organizations in Rwanda, established in 1993, committed to the protection, defense, and promotion of human rights. CLADHO engages actively in advocating for human rights, enhancing economic governance, ensuring social protection, promoting the right to education, and fostering citizen participation.

As part of the Public Policy Information Monitoring and Advocacy project (PPIMA), supported by Norwegian People’s Aid, CLADHO seeks to disseminate tailored content regarding local government service charters through social media platforms, including WhatsApp, YouTube, Instagram, LinkedIn, and X (formerly Twitter). To fulfill this objective, CLADHO is looking for a skilled Communications and Digital Media Consultant or firm to create visually engaging and impactful social media content, manage online promotion, and drive public engagement through strategic digital media initiatives.

2. Objective of the Assignment

The primary objective of this assignment is to effectively disseminate tailored content about local government service charters through various social media platforms by creating high-quality materials. This includes social media flyers, short promotional videos, and interviews. The consultant will also collaborate with social media influencers to amplify the content and enhance public awareness of local government services charters.

3. Deliverables

The consultancy will encompass the following specific tasks:

Content Creation and Design

  • Design visually appealing social media flyers and graphics consistent with local government services charters.
  • Write and produce engaging content for social media posts tailored for different platforms.
  • Produce and edit short promotional videos that effectively communicate the tailored content regarding local government service charters.

Media Engagement

  • Conduct and produce interviews with key implementing partner to highlight the benefits of the services charters to the community.
  • Edit and refine video and audio materials to ensure high quality production.

Influencer Collaboration

  • Identify and engage social media influencers to promote tailored content on local government service charters.
  • Collaborate with social media influencers to strategize and execute campaigns aimed at increasing reach and visibility on local government services charters.

Reporting and Coordination

  • Provide weekly progress reports to the CLADHO project team.
  • Deliver a final report at the conclusion of the assignment, summarizing activities, audience reached, and citizens’ perceptions.

4. Expected Deliverables

  • A minimum of 6 social media flyers and graphics.
  • At least 3 short promotional videos (1-2 minutes each).
  • Edited interviews ready for distribution.
  • Documentation of a campaign involving social media influencers, detailing reach and engagement.
  • A final report summarizing the assignment's outcomes, lessons learned, audience reached, and recommendations.

5. Duration

The consultancy will span one month, commencing from the date of contract signing.

6. Qualifications and Experience of the Consultant or Firm

Interested firms or consultants must demonstrate the following qualifications:

Education

  • Bachelor’s degree in Mass Communications, Public Relations, Marketing, or a related field. A Master’s degree in Marketing Management, Public Relations, or a related field is advantageous.

Professional Experience

  • Proven experience in communications, preferably with international organizations or local NGOs.
  • Demonstrated knowledge of social media platforms and tools.
  • Experience in media production, including content writing, editing, and generation.
  • Established connections with social media influencers in Rwanda.

Skills and Competencies

  • Strong written and verbal communication skills.
  • Ability to meet deadlines and work independently with minimal supervision.
  • Excellent organizational and reporting skills.

7. Responsibilities

The selected consultant or firm will operate under the supervision of the Executive Secretary of CLADHO and will work closely with the CS Engage Dufatanye project team to ensure alignment with project objectives.

8. Submission Guidelines

Firms or consultants with expertise in social media services and a proven ability to create content, manage online promotion, and enhance public engagement are invited to submit detailed technical and financial proposals to the CLADHO central secretariat by 12th November 2024 before 5:00 PM. Qualified applicants who meet the requirements will be contacted for further discussions.
