Terms of Reference for the Dissemination of Tailor-Made Content for Citizens’ Consumption on Local Government Service Charters via Television and Radio
Background
The Collectif des Ligues et Associations de Défense des Droits de l’Homme au Rwanda (CLADHO) is an umbrella of human rights organizations in Rwanda established in 1993, dedicated to the protection, defense, and promotion of human rights. CLADHO is actively engaged in promoting human rights, enhancing economic governance, advocating for social protection, ensuring the right to education, and promoting citizen participation.
Through the Public Policy Information Monitoring and Advocacy project (PPIMA), supported and funded by Norwegian People’s Aid, CLADHO aims to disseminate tailor-made content for citizens regarding local government services charters via television and radio. To achieve this objective, CLADHO is seeking a competent firm to manage the dissemination of this content across these media platforms.
Deliverables
The consultancy will encompass the following specific tasks:
Organization and Facilitation of Radio and Television Talk Shows: Facilitate engaging talk shows that effectively disseminate and communicate tailored content related to local government service charters for the benefits of citizens.
Responsibilities
The selected company will operate under the supervision of the Executive Secretary of CLADHO and will collaborate closely with the CS Engage Dufatanye project team to ensure alignment with project objectives.
Qualifications and Competencies of the Company
Interested firms must demonstrate the following qualifications:
- Proven experience in media services, particularly in radio and television.
- A management team that includes at least three qualified journalists with relevant expertise.
- Experience in organizing high-profile discussions that actively engage both citizens and local leaders.
- Valid registration certificates from the Rwanda Development Board (RDB), Rwanda Utilities Regulatory Authority (RURA), and the Rwanda Media Commission (RMC).
- Certificates of good completion issued by at least two civil society organizations (CSOs).
- A valid Certificate of Income Tax (CIT).

Firms with experience in media services and a demonstrated ability to facilitate high-profile discussions are invited to submit their detailed technical and financial proposals to the CLADHO central secretariat by 12th November 2024 before 5:00 PM. Qualified firms that meet the requirements will be contacted.
