PROVISION OF MEDICAL INSURANCE COVER FOR WOMEN for WOMEN'S INTERNATIONAL EMPOWERMENT CENTER LLC (WfWI-Empowerment Center LLC) STFF AND DEPENDENTS.

1. Background
WfWI-Empowerment Center LLC is a legally registered non-profit organisation operating in Kayonza District, Eastern Province, Rwanda. The organisation works to empower communities through economic and social initiatives, with a strong commitment to employee well-being and maintaining high workplace health standards.
To support this commitment, WfWI-Empowerment Center LLC invites qualified and licensed medical insurance service providers to submit proposals for the provision of comprehensive medical insurance coverage for its employees and their dependents.
2. Scope of the Tender
The medical insurance policy shall cover a total of 107 beneficiaries, consisting of 31 staff members and 76 dependents, for a period of twelve (12) months, commencing 1st November 2025 to 31st October 2026.
The coverage should ensure accessible, reliable, and high-quality healthcare services across Rwanda, guaranteeing continuity of care for all beneficiaries.
3. Required Coverage
The proposed medical insurance plan should include, but not be limited to, the following services:
- Combined overall annual limits (outpatient and inpatient treatment, Maternity care (including antenatal and postnatal services).
- Dental and optical services
- Eye tests and consultation, Treatment shall be covered within the overall limit
- Specialist consultations and diagnostic services
- Emergency treatment and hospitalisation
- Preventive and routine medical check-ups
- Medical check-ups for food handlers, in compliance with public health and safety regulations, twice a year
- Overseas medical cover during travel or holiday maximum 6 weeks per year per staff member will be covered on a reimbursement basis based on the applicable tariff within the set cover territorial limit.
Co-payment Structure:
- 15% co-payment at King Faisal Hospital (KFH) and Legacy Clinics
- 10% co-payment at all other approved medical facilities nationwide
The proposal should also specify the network of accredited hospitals, clinics, and pharmacies available under the plan.

4. Eligibility Criteria
Interested and qualified insurance service providers must submit the following documents:
- A valid Rwanda Development Board (RDB) registration certificate.
- A valid license from the National Bank of Rwanda (BNR) authorising the provision of medical insurance services.
- Proof of at least three (3) years of experience providing similar services to reputable organisations or institutions.
- A company profile indicating organisational structure, service network, and customer support system.
- A detailed list of accredited medical facilities across the country.
- A comprehensive technical proposal detailing scope of coverage, benefit limits, exclusions, claim processes, and service turnaround time.
- A financial proposal outlining premium rates, co-payment terms, and other applicable costs.
5. Submission Details
Interested and eligible companies are invited to submit both technical and financial proposals in email, with subject marked:
“Tender for Provision of Medical Insurance Cover – WfWI-Empowerment Center LLC (2025/2026)”

Late submissions: Only an electronic submission is mandatory.
6. Evaluation and Award
Proposals will be evaluated based on the following criteria:
- Technical compliance with tender requirements
- Quality and comprehensiveness of the proposed coverage
- Inclusion of medical check-ups for food handlers
- Geographical spread of accredited service providers
- Cost-effectiveness and value for money
- Responsiveness of customer service and claims management
WfWI-Empowerment Center LLC reserves the right to accept or reject any proposal, wholly or in part, and is not bound to select the lowest-priced offer.
