TENDER NOTICE

Bank of Africa Rwanda Plc wishes to invite all interested and qualified bidders to submit sealed envelopes for the integration and unification of its CCTV Surveillance and Access Control Systems across fourteen (14) Branches and ten (10) onsite ATMs, to be centralized in one Head Office Security Control Room.

The project involves integrating existing standalone systems into a centralized platform enabling remote CCTV live monitoring, video playback, footage export, and data backups via DRS from the Head Office. The proposed solution must be of the latest technology and fully compatible with the Bank’s existing equipment. It should also provide a detailed technical design for integrating the 14 branches’ network and 10 onsite ATMs into the Head Office Control Room.

The system should further be capable of operating and integrating with additional security functionalities including facial recognition, Automatic Number Plate Recognition (ANPR), alarm detection, biometric reading, and other advanced security features. Allocation and removal of access control credentials/rights must be performed remotely without the need for physical site visits.

Bidders are encouraged to propose additional options, enhanced functionalities, or value-added features that improve overall system performance, with clear technical justification.

Interested bidders may obtain the detailed terms and conditions of this tender from the Head Office of Bank of Africa Rwanda Plc upon presentation of proof of payment of a non-refundable fee of Fifty Thousand Rwandan Francs (Rwf 50,000) payable to Account No. 00048820007 opened in names of Bank of Africa Rwanda Plc, ‘’Bidding Fees’’

Well bounded and sealed bids presented in 2 hard copies, one of them marked ‘’original’’ and one hard copy marked’ ’copy ‘’of the bids. The bids shall be valid for a period of 14 days and shall be submitted in Bank of Africa Rwanda Plc’s Procurement Office, not later than 25th/3/2026 at 02:00 PM, local time.

The public opening of bids will take place on the same day at 2:30 PM in the Bank’s meeting room in the presence of all bidders or their representatives.

Please note that, the bids will be put in an envelope indicating the name, the address of the prospective bidder and title of the tender. In additional, the site visit is allowed but not mandatory.
