Tender Notice – Impact Assessment and Report of the MGHD Gender & Sexual and Reproductive Health (GSRH) Track

Over the last four academic cycles, UGHE has implemented a GSRH Option within the Master’s in Global Health Delivery (MGHD), attracting learners from 10+ countries with strong representation from African contexts and a global perspective. Sexual and reproductive health (SRH) is central to Universal Health Coverage and the SDGs—particularly in resource-constrained settings. UGHE now seeks a comprehensive, utilization-focused impact assessment to determine how the GSRH track contributes to:

  • Learner knowledge, skills, and competencies; 
  • Graduate career trajectories and leadership; 
  • Improvements in SRH services, policies, and outcomes; and 
  • Gender-responsive approaches in real-world health systems. 

We invite proposals from an experienced evaluation & insights company (firm/consortium); not individual consultants; that can deliver a rigorous assessment and package the findings into high-quality, decision-ready outputs (a professional print report and an accessible HTML version) for institutional learning, partner engagement, and advocacy.

All interested and qualified bids must be submitted electronically through the UGHE Procurement System https://ughe.app/eprocurement/index.php no later than 11:59 Kigali time on March 30th, 2026. The results of the public opening session will be available in the eProcurement system starting on March 31st, 2026.
