REQUEST FOR PROPOSALS (RFP)
FOR STARTER KIT SUPPLY, SHORT-TERM TECHNICAL ASSISTANCE (STTA), AND MARKET LINKAGE SUPPORT FOR VERMICOMPOST PRODUCTION
1. Background
World Relief Rwanda (WRR) is an international Christian humanitarian and development organization operating in Rwanda since 1995. Through the Powering Rural Youth (PRY) Project, WRR supports youth livelihoods, climate-smart agriculture, entrepreneurship, and market systems development.
To promote sustainable organic fertilizer production, environmental conservation, and youth economic empowerment, World Relief Rwanda invites qualified and experienced consulting firms, agricultural training institutions, cooperatives, or individual bidders to submit proposals for the provision of Starter Kit Supply, Short-Term Technical Assistance (STTA) on Vermi-compost Production Training, Demonstration Site Establishment, Technical Coaching, and Market Linkage Development.
2. Objective of the Assignment
The overall objective of this assignment is to strengthen the technical, entrepreneurial, and market-oriented capacities of youth engaged in vermi-compost and liquid organic manure production through practical training, demonstration sites, technical coaching, and market linkage support.
3. Specific Objectives
The successful consultant shall:
- Train youth farmers on vermi-compost and liquid organic manure production techniques.
- Establish and operationalize three demonstration sites serving as practical learning centers.
- Procure and supply starter kits for liquid manure and vermi-compost production to 150 youth farmers.
- Support effective utilization and management of vermi-compost and liquid manure starter kits.
- Build youth capacities in sustainable organic fertilizer production and enterprise management.
- Facilitate market access and commercialization opportunities for youth producing vermi-compost and liquid organic manure.
- Promote environmentally sustainable and climate-smart agricultural practices.
4. Target Areas and Beneficiaries
The assignment will target approximately 150 youth farmers, of whom at least 70% shall be women, across three districts. Out of these 150 trained youth. They will be grouped in 3 groups that will receive full starter kits based on criteria defined by WRR. The table below presents the list districts for vermi-compost training:

The successful bidders shall establish one demonstration site in each district (3 sites total).
Note: Detailed information on targeted beneficiary groups and demonstration site locations shall be shared with interested bidders upon request.
5. Scope of Services
The consultant shall be responsible for:
A. Supply of Starter Kits
- Procure and supply all starter kits and materials specified in Annex A: Specifications for the Starter Kits for Vermi-Compost and Liquid Manure Production, including but not limited to worm bed shades, worm beds, earthworms, drums, jerry cans, bio-waste, bags, and related accessories.
- Deliver all starter kits and materials to the three demonstration sites before commencement of the training activities.
- Ensure that all supplied materials meet the specifications, quantities, and quality requirements outlined in Annex A.
- Provide user guidance and practical demonstrations on the proper use, operation, and maintenance of the supplied materials and equipment.
- Replace any defective or non-compliant materials at no additional cost to World Relief Rwanda.
B. Training and Capacity Building
- Developing practical training materials and facilitation guides.
- Delivering hands-on training on vermi-compost and liquid organic manure production.
- Training participants on operation, maintenance, quality control, and safety considerations.
C. Demonstration Site Establishment
- Establishing three functional vermi-compost demonstration sites.
- Supporting installation and proper use of starter kits.
- Demonstrating production processes and site management practices.
D. Technical Coaching and Mentorship
- Providing post-training technical coaching and follow-up support.
- Conducting periodic field visits to address technical challenges and reinforce learning.
E. Enterprise Development and Market Linkages
- Supporting youth producers in basic business planning and enterprise management.
- Identifying potential buyers and market opportunities.
- Facilitating linkages between producers and prospective markets.
- Promoting sustainable commercialization of vermi-compost and liquid organic manure products.
F. Implementation Timeline
The bidders shall submit a detailed implementation schedule covering training, demonstration site establishment, coaching, market linkage activities, and reporting.
G. Reporting
Preparing and submitting all agreed deliverables and technical reports.
6. Key Deliverables
The bidders shall provide:
- Inception Report and Detailed Work Plan, including implementation schedule, methodology, and deliverable timelines.
- Training Curriculum, Facilitation Guides, and Training Materials for vermi-compost and liquid organic manure production.
- Demonstration Site Establishment Report, including site setup, equipment installed, and operational status of the three demonstration sites.
- Starter Kit Supply and Distribution Report, including specifications, quantities supplied, delivery confirmations, and beneficiary acknowledgement records.
- Training Report, including attendance records, training evaluation results, photos, and summary of key learning outcomes.
- Technical Coaching and Mentorship Reports, documenting field visits conducted, technical challenges identified, recommendations provided, and progress of beneficiary groups.
- Market Linkage Facilitation Report, documenting at least three market engagement activities, buyer introductions, business linkage opportunities facilitated, and outcomes achieved.
- Final Assignment Report, summarizing activities implemented, achievements against objectives, lessons learned, challenges encountered, recommendations, and sustainability considerations.
7. Eligibility Requirements
Interested applicants must meet the following minimum requirements:
- Master’s Degree in Agriculture, Agronomy, Soil Science, Agroforestry, Environmental Sciences, or related field with at least five (5) yearsof relevant experience; or
- Bachelor’s Degree (A0) in a related field with at least seven (7) yearsof relevant experience.
- Demonstrated experience in vermi-compost production, organic farming, soil fertility management, or related agricultural technologies.
- Demonstrated experience in procurement and supply of vermi-compost inputs (starter kits, tools, or similar) – preferred.
- Proven experience of delivering practical agricultural training and demonstrations to youth, women, farmers, cooperatives, or producer groups.
- Experience in agribusiness development and market linkage facilitation.
- Strong report-writing and facilitation skills.
- Fluency in English and Kinyarwanda; knowledge of other languages is an added advantage.
- Previous experience with donor-funded projects will be considered an asset.
8. Mandatory Submission Requirements
Applicants shall submit:
- Application Letter.
- Technical Proposal.
- Financial Proposal (including all costs for supplying starter kits to three youth groups, training and market linkage services).
- Company Registration Certificate or Legal Registration Documents.
- Valid Tax Clearance Certificate.
- CVs of Key Personnel.
- At least three references for similar assignments completed within the last five years.
- Recommendation from RAB and REMA/MoE
- Completion Certificates, Contracts, or Recommendation Letters for similar assignments.
- Relevant professional certifications, where applicable.
- All financial proposals shall be submitted inclusive of all applicable taxes and statutory obligations.

Only proposals meeting the mandatory requirements shall proceed to detailed evaluation. A minimum overall score of 70% is required for contract award.

Submission Deadline:

Late submissions shall not be accepted.
Bid opening shall take place immediately after the submission deadline in the presence of bidders or their authorized representatives who choose to attend.
12. General Provisions and Ethical Standards
- World Relief Rwanda reserves the right to accept or reject any proposal, wholly or partially, and is not bound to award the contract to the lowest-priced bidder.
- World Relief Rwanda maintains zero toleranceagainst fraud, corruption, collusion, coercion, bribery, and unethical procurement practices. Any attempt to influence the procurement process shall result in automatic disqualification.
