Request for Proposal for: Operation of the ACES Campus Canteen and Provision of

Catering Services under a Long Term Agreement

Dear Sir/Madam,

1. You are kindly requested to submit a proposal in accordance with this document and Annexes attached.
2. This Request for Proposals (RFP) consists of this document and the following annexes:

Annex I – Instructions to Bidders Annex II – Background Information Annex III – Terms of Reference (TOR) Annex IV – Evaluation Criteria

Annex V – Proposal Submission Form Annex VI – Acknowledgement Letter Annex VII – General Conditions of Contract

1. Please note that this document and its Annexes constitute the RFP and will be the basis for ACES to determine the qualifying service provider(s) All responses will be used solely for the purpose of identifying the best qualified service provider (s) and will be kept confidential. All proposals received shall be considered property of ACES and not returned.
2. You are kindly requested to return the attached acknowledgement letter (Annex VI) no later than the date indicated below to indicate whether or not you intend to submit a proposal.
3. Your proposal should reach the address indicated at point 7 below in hardcopy. Email copies will not be accepted or considered. The submission should be marked as per the provisions made in Annex (I) at section C.2.1
4. Important dates:
   1. Issuance of solicitation documents: 24^th September, 2026, on or before 17:00 hours local time.
   2. Deadline for acknowledgement of receipt of RFP: 28^th September, 2026, on or before 17:00 hours local time.
   3. Interested bidders may visit the Site (Rubirizi Campus) on 28^th September, 2026 at 11:00 hours local time.
   4. The deadline date for requesting clarifications: 30^th September, 2026 at 3:00 hours local time.
   5. The submission deadline of proposals: 2^nd October, 2026, at 10:00 hours local time,
   6. Opening of proposals: 2^nd October, 2026 at 11:00 hours local time.
