TITLE: REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR PREQUALIFICATION OF CONTRACTORS FOR PRE-INSTALLATION WORKS OF MEDICAL EQUIPMENT.

Dear Esteemed bidders, 

Rwanda Medical Supply Ltd (RMS Ltd) is a state-owned company mandated to procure, store, and distribute health commodities across Rwanda. Rwanda Medical Supply (RMS) procures a wide range of health commodities including essential and specialized medicines, program-specific products (e.g., for HIV/AIDS, malaria, TB), medical equipment, consumables, and reagents.

Various medical equipment procured by RMS Ltd require different pre-installation works at their designated location before their installation. It is with this regard that RMS would like to have a number of prequalified capable and experienced contractors to do pre-installation works of various medical equipment. 

Through this prequalification process, RMS is inviting eligible local contractors to express their interest in partnering with RMS for executing pre-installation works of various medical equipment that will be installed in the different sites/health facilities countrywide. 

Objectives of the prequalification 

The main objectives are to:

  • Identify qualified contractors with the capacity and experience to do pre-installation works for various medical equipment to different public health facilities countrywide
  • Establish a framework for potential partnership that ensures cost-effectiveness, quality, and timely delivery. 
  • The successful contractor will be responsible for carrying out all proposed pre-installation works of any equipment in any health facility in Rwanda. 

Scope of works

The pre-installation works will include, but are not limited to:

  • Site preparation, room modifications, and finishing
  • Electrical installations, cabling, and grounding
  • Plumbing and drainage works where applicable
  • HVAC and air conditioning adaptations
  • Civil works for foundations or shielding (especially for X-ray, CT, and MRI equipment)
  • Radiation protection and lead-lining where applicable;
  • Coordination with RMS for layout and site specifications.
  • The pre-installation works will include standard medical equipment (laboratory, dental, sterilization etc) but also specialised equipment (x-ray, CT,.) that may require radiation protection 

Mandatory requirements for prequalification/shortlisting criteria are the following:

  • Letter of expression of interest. 
  • Certificate of incorporation/Trading License.
  • Short introduction of the Company/Company profile including:

-Full physical address and contacts, location, 

- Overview of past and current projects involving pre-installation works of medical equipment, 

  • Copy of Valid RSSB and RRA clearance certificates.
  • Proof of financial capacity (e.g., credit line or bank statement) of at least RWF 200,000,000 issued by a reputable financial institution, valid within the last six months.
  • Proof of completion of at least two (2) assignments involving pre-installation works with contract value (Equipment + pre-installation works) equal or greater than two hundred million Rwandan Francs (200,000,000 FRW) each one,
  • Detailed CV of at least one civil engineer with a degree and relevant experience of 5 years or above and the CV should clearly showing the previous projects related to pre-installation works conducted, 
  • Detailed CV of at least one electrical engineer with degree and relevant experience of 5 years or above and the CV should clearly showing the previous projects related to pre-installation works conducted,
  • Detailed CV of one Biomedical engineer with degree and relevant experience of 5 years or above clearly showing the previous projects related to pre-installation works conducted 
  • The bidder should also indicate the projects worked on with radiation protection to demonstrate his experience in this area

Following the prequalification, a shortlist of prequalified firms will be compiled, Shortlisted firms will be included in the RMS database of prequalified contractors eligible to receive invitations to bid for specific pre-installation projects during the validity period. The prequalification will remain valid for a period of five (5) years, subject to annual performance review and renewal at RMS’s discretion.

Well-printed applications, properly bound and presented in two hard copies, one of which is the original, must be couriered or hand-delivered in a sealed envelope marking the reference number of the tender at the reception of the address below before 18/11/2025 at 10:00 am local time. Late applications will not be accepted. The opening for those who wish to attend will be the same day at 10:30am local time at the following address.

  • This is not a tender but a preliminary step to identify capable and eligible contractors for future procurement processes.
  • Only shortlisted firms that meet RMS’s minimum eligibility requirements will be contacted for the next steps, which may include a restricted tender or direct negotiations.
  • RMS reserves the right to reject any or all EOI submissions without incurring any liability.
