REQUEST FOR EXPRESSION OF INTEREST FOR PRE‐QUALIFICATION FOR SUPPLY OF VEHICLE FUEL SERVICES FOR 2027-2028.

ActionAid Rwanda is inviting qualified, reputable suppliers and service providers to submit their proposals for SUPPLY OF VEHICLE FUEL SERVICES FOR 2027-2028
The purpose of this Request for Expression of Interest is to shortlist legally registered service providers with pre‐requisite qualifications to be considered for contractual purposes to handle the supply of vehicle fuel services for the ActionAid activity needs in Rwanda in 2027-2028.
ActionAid Rwanda reserves the right to reject all Expressions of Interest not fulfilling requirements associated with this request. ActionAid Rwanda will in no case be responsible or liable for any and/or all costs associated with the preparation and submission of Expressions of Interest.
The expressions of interest should reflect the documentation as per the example below:

- A cover letter addressed to Actionaid Rwanda Executive Director,
- Company Profile,
- Company information, including, vendor’s physical address, full legal name, email address, website and contact person,
- Company RDB registration certificate clearly demonstrates legal registration in the category being applied for,
- Certificate of Current Standing Certificate offered by RDB, Still Valid,
- Valid tax registration certificate from Rwanda Revenue Authority,
- Valid clearance from RSSB,
- Valid tax clearance and (EBM Adoption Certificate),
- References from three (3) former or current clients within the past two years.
Well-prepared bids, written in English and submitted in sealed envelopes, clearly indicating the locations of the company’s branches or service stations across Rwanda presented in 2 copies one of which is original with the subject “EOI FOR SUPPLY OF VEHICLE FUEL FOR 2027-2028” must be submitted to ActionAid Rwanda Head offices at Remera, KG 178 ST, Near Amahoro National Stadium next to RSSB/CSS Building not later Wednesday,18/11/2026 at 15 :00 pm. Late bids will be rejected.

- The company should have petrol stations in Kigali City, Karongi, Muhanga, Musanze, Nyanza, Huye and Nyaruguru Districts;
