REQUEST FOR EXPRESSION OF INTEREST (EOI) – RWA/02/2025 for “Advancing Institutional Clean Cooking in Rwanda’s School Feeding Programme”

A. Background 

  1. The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor. 
  2. The WFP School Feeding team in Rwanda Country Office seeks to procure the supply, installation, and servicing of institutional electric pressure cookers (EPCs) and institutional electric steam-jacketed electric stoves (80 – 500 litres) for 10 rural schools with student enrolments ranging from 500 to 5,000. The objective is to test and expand access to institutional clean cooking solutions, and generate operational , financial, and policy evidence to guide large-scale adoption across Rwanda. 
  3. This procurement package forms part of the project “Advancing Institutional Clean Cooking in Rwanda’s School Feeding Programme (ICC SF)”, implemented under Phase II of the Novo Nordisk Foundation grant – Impact Pathway #3 to “Facilitate the Decarbonisation of School-Feeding Systems.”
  4. This procurement package is designed within the context of WFP to support Rwanda’s effort to enable a large scale transition toward clean, efficient, and sustainable cooking within the school feeding sector. By demonstrating viable models and delivery pathways, the initiative aims to provide practical evidence to inform and shape this wider transition effort. WFP Rwanda Country Office, leveraging its global experience in energy for food systems and its partnership with NORCAP to deliver specialised technical expertise, is supporting national efforts through capacity building and technical assistance. The pilot project therefore represents a critical step in building the models and delivery pathways required to inform Rwanda’s broader transition toward clean, efficient, and sustainable cooking within the school-feeding sector. 
  5. The procurement scope includes the following key components: 

a. Site assessment and system sizing. Assess each school’s kitchen layout, electrical system, and site conditions to determine the electrical supply requirements, verify available load capacity, and identify safe connection points and necessary electrical upgrades. 

b. Kitchen surface preparation and electrical upgrades. Prepare kitchen surfaces and layouts with heat-resistant platforms, ensuring safe equipment spacing for the electric stoves. Upgrade the kitchen’s electrical system as required to ensure compliance with the safe operation of the cooking equipment. 

c. Installation, user training and annual maintenance. Install the electric cooking equipment and smart meters. Jointly design and deliver adapted stove training materials and training sessions for school cooks. Provide annual maintenance and repair services for the installed electric cooking systems. 

d. Participation in learning sessions: Participate in monthly online learning reviews following the installation phase to jointly analyse evidence, capture lessons learned, and identify operational insights and recommendations to inform future scale-up and the broader national transition effort. 

e. Engagement in financial model design: Participate in online consultations and design sessions with WFP to guide the development of operational and financial models to enable the scale-up of institutional clean cooking in schools. 

6. WFP invites eligible suppliers to express their interest in partnering with WFP to conduct the piloting, installation, training, monitoring, and overall operational validation of institutional electric cooking solutions in Rwandan schools. 

B. The purpose of this EOI 

7. The purpose of this request for EOI is to identify suppliers with verified technical and financial capacity to supply, install, and service institutional electric cooking systems in schools as part of WFP’s ongoing clean cooking initiative in Rwanda. Suppliers will be expected to conduct site assessments and system sizing, prepare kitchen layouts and electrical installations, deliver and commission the equipment, and provide annual maintenance and servicing to ensure safe and efficient operation. In addition, suppliers should be able to support end-user training for school cooks, participate in learning review sessions to share operational feedback, and contribute to joint design discussions on financial and service delivery models. The selected suppliers will play a key role in demonstrating technically sound, scalable, and sustainable solutions that can inform the broader national transition toward clean cooking in school feeding systems. 

8. Suppliers may express interest in providing either institutional EPCs, institutional steam-jacketed electric stoves, or both. Proposals for a single technology will be considered equally, and suppliers with the capacity to provide both technologies are encouraged to include both in their submission. 

9. Eligibility to participate in the proposed tender will be determined on the basis of the supplier’s demonstrated technical capacity and experience in supplying, installing, and maintaining institutional or commercial electric cooking systems, including the ability to provide user training and after-sales support; operational capacity to provide timely maintenance, repair, and installation services in Rwanda; and financial standing, evidenced through a sound financial position and capacity to manage contracts of similar scale, supported by recent audited financial statements 

10. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation. 

C. How to prepare and submit your Expression of Interest 

11. In order to participate in the pre-qualification exercise, companies are required to provide the following: The filled in EOI Response Form, which includes

  • A short company profile highlighting experience in energy, kitchen, or electrical equipment for institutional clients (schools, hospitals, canteens, etc.). 
  • 2–3 reference projects in Africa (or similar contexts) with the client name and contact; year and country; technology type and scale; quantity supplied; type of service provided (e.g., installation, O&M, training) • Signatory by the authorized company representative and company stamp. 
  • Technical datasheets and brochures for the proposed cooking equipment 
  • Description of installation and O&M support capability (in-house or through local partner). • Description of after-sales structure. Details of any existing presence or partnerships in Rwanda, or plan to establish one. 
  • Dedicated technical resource. Each selected supplier will be required to assign a dedicated part-time technical resource to the project. This focal person will serve as the main liaison between WFP, participating schools, and government counterparts throughout the pilot phase. 
  • Budgetary price ranges: Approximate per-unit price ranges for representative equipment types to help inform cost benchmarking and planning and/or typical monthly or annual ranges per site, stating the services included. 
  • Statement of willingness to participate in co-design of financial and sustainability models. Suppliers should confirm their readiness and capacity to actively engage with WFP in the joint development of financial and operational sustainability models for affordability, cost recovery, and scalable service delivery.
