REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR THE PROVISION OF HYDRO-GEOPHYSICAL SURVEY SERVICES (PREQUALIFICATION STAGE)
1. Introduction
Living Water International Rwanda (LWIR), an affiliate of Living Water International (LWI), is a Christian non-governmental organization that has been operating in Rwanda since 2007 to provide Water, Sanitation, and Hygiene (WASH) services. LWIR hereby invites qualified and experienced companies to submit Expressions of Interest (EOIs) for the provision of hydro-geophysical survey services to support its water supply projects across Rwanda.
The purpose of this prequalification process is to establish a roster of competent and reliable service providers that can be engaged on an as-needed basis to conduct hydro-geophysical surveys for groundwater development projects in various districts of Rwanda.
2. Scope of Services
The selected company(ies) will be expected to provide hydro-geophysical survey services, including but not limited to:
- Conducting geophysical surveys (such as resistivity, seismic, electromagnetic, or other appropriate methods) to identify potential groundwater sources and assess aquifer characteristics.
- Interpreting survey data and providing professional recommendations on suitable drilling locations and expected groundwater potential.
- Preparing comprehensive survey reports, including maps, coordinates, cross-sections, diagrams, technical findings, and recommendations.
- Providing GPS coordinates of recommended drilling sites.
- Supporting technical discussions and clarifications related to survey findings when requested by LWIR.
- Responding to survey requests from LWIR on a flexible basis, depending on project needs and drilling site locations in any district of Rwanda.
The successful bidder(s) will be contracted for a period of one (1) year, renewable based on satisfactory performance and mutual agreement.
3. Eligibility Requirements
Interested companies must meet the following minimum requirements:
- Possess a valid RDB registration certificate authorizing operation as a geophysical survey company in Rwanda.
- Demonstrate at least five (5) years of proven experience in conducting hydro-geophysical surveys and groundwater investigations.
- Demonstrate the technical capacity to carry out surveys using modern and appropriate equipment and provide accurate interpretations.
- Provide evidence of qualified personnel, including hydrogeologists, geologists, geophysicists, surveyors, and other relevant technical staff.
- Submit at least five (5) work completion certificates, recommendation letters, or contracts from previous clients for similar assignments.
- Demonstrate compliance with all applicable tax regulations in Rwanda through submission of a valid tax clearance certificate.
- Possess valid professional licenses, permits, and certifications required to provide hydro-geophysical survey services
- Demonstrate the ability to mobilize and undertake assignments in any district of Rwanda within a reasonable timeframe.
4. Evaluation Criteria
The submitted EOIs will be evaluated based on, but not limited to, the following criteria:
- Relevance of the company’s field of business and experience.
- Similar assignments successfully completed with comparable clients.
- Technical capacity, equipment, and personnel.
- Quality and completeness of the submitted documentation.
- Financial proposal and cost competitiveness (to be considered during the second stage when pre-qualified companies are invited to submit detailed quotations).
5. Submission Instructions
All submissions must include:
Technical Proposal
- Company profile.
- Description of relevant experience and completed assignments.
- Description of available equipment and technical methodology.
- Organizational structure and staffing.
- CVs of key technical personnel.
- Copies of registration certificates, licenses, and other relevant certifications.
- References and supporting evidence of previous assignments.
Financial Proposal
- Cost per survey and/or daily rates.
- Any additional costs or applicable terms and conditions.
- Proposed payment terms.

- All documents must be compiled into one PDF file.
- Submissions should be sent via email to: LWIRProcurement@water.cc
- The email subject line must read: “Expression of Interest for Hydro-Geophysical Survey Services.”
- Deadline for submission: June 26, 2026, at 17:00 (Rwanda Time) Late submissions will not be accepted.
6. Important Notes
- This invitation constitutes a prequalification process only and does not oblige LWIR to award any contract.
- Only pre-qualified companies will be contacted for further evaluation and/or invited to submit detailed quotations.
- LWIR reserves the right to accept or reject any submission without assigning any reason.
- All costs associated with the preparation and submission of the EOI shall be borne by the applicant.
