It has been established by law No 45/2012 of 14/01/2013 relating to the organization, functioning, and competence of the Council of pharmacists herein referred to as National Pharmacy Council.

The National Pharmacy Council (NPC) is an independent statutory regulatory authority established by Law No. 45/2012 of 14/01/2013, mandated to ensure that the rules, honour and dignity of the pharmacy profession are upheld and that public health is protected. The Council promotes the principles of morality, integrity and dedication essential to pharmacy practice, and ensures that all its members comply with their professional obligations and the laws and regulations governing pharmacy professionals in Rwanda. The vision of the National Pharmacy Council is to become a Centre of Excellence in the regulation and control of the pharmacy profession.

ABOUT THE ROLE

The National Pharmacy Council is seeking to recruit a qualified and experienced Registration and Licensing Officer to be based in the City of Kigali. Under the overall supervision of the Permanent Secretary and Registrar, the Registration and Licensing Officer will support the effective administration and implementation of the Council’s registration, licensing, internship, indexing, pre-registration examination, and related professional regulatory functions. The Officer will ensure that registration and licensing processes are conducted efficiently, accurately, transparently, and in accordance with applicable laws, regulations, policies, standards, and NPC procedures, while providing timely professional support and communication to pharmacy professionals, applicants, training institutions, and other relevant stakeholders.

DUTIES AND RESPONSIBILITIES

The Registration and licensing officer will be responsible for the following:

  • Review all matters relating to applicants for registration and licensing and determine applicants’ eligibility for registration including establishing the conditions, restrictions and requirements for registration; 
  • Establishing academic standards and the qualifications required for registration as a pharmacy professional in Rwanda; 
  • Coordinate the internship program for pharmacy professionals; 
  • Responsible for the timeous execution of the registration and licensing of pharmacy professionals; 
  • Participate in the development and execution of the NPC action plan and strategic plan; 
  •  Develop policies and requirements with respect to the registration, licensing and reinstating registrants; 
  • Set, administer and maintain policies on all matters related to assessment competencies, standards, principles, selection or design and processes; 
  • Work with technical committee to develop, administer and maintain assessments for the purposes of the registration processes; 
  • Establish protocols for substantial equivalence assessment processes; 
  • Standardize consolidation and timely dissemination of reports and statistics on registration data; 
  • Inform pharmacy professionals and the public about professional obligation and responsibilities of registration and licensing; R
  • Manage the communication related to the indexing, pre-registration exams, internship, registration, licensing and any other communication assigned by his/her supervisors; 
  • Initiation of the day-to-day activities of the Professional operations affairs department of the NPC; 
  • Perform any other duties assigned to her/him either by the Professional operations Manager and/or the Registrar 

QUALIFICATIONS AND REQUIREMENTS

Educational Qualifications

  • A Bachelor degree in Pharmacy with at least 3 years of experience.
  • Having the License to practice Pharmacy Profession in Rwanda is a must; 
  • Be in good standing in the pharmacy profession and practice.

Knowledge and Skills

  • organizational skills, both analytical and problem solving, and the ability to work with confidential documents; 
  • The ability to work on multiple projects simultaneously and being able to work under pressure; 
  • Demonstrated leadership, strategic planning, visioning and management abilities; 
  • Demonstrated ability to build and maintain relationships with senior-level colleagues; particularly interacting productively, and comfortably with NPC stakeholders; 
  • Excellent writing skills, communication skills and presentation skills in English are required, along with good French; 
  • Computer literate and a friendly user of most Microsoft Office programs; 
  • Must be able to work independently and solve complex problems using own judgment/discretion; 
  • Must be able to develop/maintain effective partnerships with medical, pharmaceutical and health teaching institutions.

  • Proof of relevant work experience
  • A notarized copy of the Pharmacy degree
  • A notarized copy of the equivalence certificate of the degree from the higher Education Council (for applicant who studied abroad)
  • A copy of the license to practice pharmacy
  • A copy of the National Identity Card
  • A valid criminal record certificate, to be submitted by the successful candidate prior to issuance of the appointment letter.

  • Incomplete applications: Incomplete applications will not be considered.
  • Late Applications: Late applications will not be accepted. 
  • Selection Process: Only shortlisted candidates will be contacted for an exam.
  • Proposed Examination Date: October 9, 2026, tentatively scheduled and subject to confirmation or change by the Rwanda National Pharmacy Council.
