Recruitment of Consultancy Firm for Development of TVET Center of Excellence Practical Training Unit (PTU) Model
Expertise France invites qualified and experienced consulting firms to submit proposals for the development of a Practical Training Unit (PTU) Model for Technical and Vocational Education and Training (TVET) Centers of Excellence in Agriculture in Rwanda. The PTU Model will serve as a comprehensive framework for designing, implementing, and operating integrated agricultural training facilities that combine crop production, livestock management, food processing, water and irrigation systems, and adult learning centers.
The assignment will support the transformation of Kisaro and Nyagahanga Technical Secondary Schools into national benchmarks for agricultural skills development, aligning with Rwanda’s Vision 2050 and National Strategy for Transformation. The PTU Model must embed climate resilience, gender and social inclusion, operational sustainability, and a “Learn by Doing” approach, while ensuring alignment with national TVET standards and labor market needs.
Scope of Work:
The consultancy will be responsible for:
- Conducting situational analysis and needs assessment of existing facilities and training practices;
- Designing an integrated PTU Model, including infrastructure layout, technical specifications, and operational procedures;
- Developing frameworks for crop and livestock production, food processing, water management, climate resilience, and research and innovation;
- Integrating gender equality, social inclusion, and adult learning principles;
- Establishing governance, financial sustainability, monitoring, and community engagement models;
- Providing an implementation roadmap and practical guidance for contextual adaptation.
Target Beneficiaries:
- Students and trainers at Kisaro and Nyagahanga TVET Centers of Excellence;
- Women and young farmers, agricultural cooperatives, and surrounding communities.
