Gabiro Agribusiness Hub Ltd is a fruit of joint venture Company established between the Government of Rwanda through its Ministry of Agriculture and Animal Resources (Majority shareholder) with Netafim Ltd, an Israeli company that offers global leadership in the agriculture manufacturing industry. Both parties signed a Joint Venture-JV and Engineering Procurement and Construction-EPC agreements on February, 23rd 2019 to initiate Gabiro Agribusiness Hub Project Phase I (5600/15600 Ha). The project shall cover Karangazi and Rwimiyaga sector, of Nyagatare district. Phase II of the project is expected to extend to both north and south parts of phase I reaching to Gatsibo District.

Gabiro Agribusiness Hub Ltd (GAH Ltd) is a flagship agribusiness initiative established through a partnership between the Government of Rwanda and private investors. The Hub is designed to drive modern, irrigated agriculture, enhance productivity, and attract commercial farming investment.

As we continue to scale operations, we are looking for a dynamic and forward-thinking HR Specialist to help shape a high-performing, people-centered organization.

Position Overview

The HR Specialist will play a pivotal role in building and sustaining a strong organizational culture, driving talent acquisition, and strengthening HR systems within a fast-growing, performance-driven environment.

This role is ideal for an agile HR professional who thrives in startup or fast-paced private sector environments and is passionate about people, systems, and organizational impact.

Key Responsibilities

1. Talent acquisition & Workforce planning

  • Lead end-to-end recruitment processes, including job postings, screening, interviewing, and onboarding. 
  • Design and implement innovative strategies to attract and retain high-quality talent. 
  • Collaborate with department heads to anticipate staffing needs and build a strong talent pipeline. 

2. Employee relations & Culture development

  • Serve as a link between management and employees, fostering a positive and productive work environment. 
  • Address employee concerns, manage grievances, and support conflict resolution. 
  • Champion a strong organizational culture anchored in accountability, collaboration, and performance. 

3. Performance management

  • Develop, implement, and continuously improve performance management systems. 
  • Support managers in setting KPIs, conducting performance appraisals, and managing underperformance. 
  • Promote a results-driven culture through continuous feedback and employee engagement. 

4. Learning & development

  • Identify training needs and organize professional development programs. 
  • Support career development initiatives and succession planning. 
  • Encourage continuous learning aligned with organizational goals. 

5. HR policies, compliance & administration

  • Develop, review, and implement HR policies and procedures in line with Rwanda labor laws and best practices. 
  • Ensure compliance with statutory and regulatory requirements. 
  • Maintain accurate HR records and documentation. 

6. Compensation & benefits

  • Support the administration of employee compensation and benefits programs. 
  • Ensure competitiveness, fairness, and alignment with organizational objectives. 

7. HR analytics & Strategic support

  • Track, analyze, and report on HR metrics to inform decision-making. 
  • Provide insights on workforce trends, retention, and performance. 
  • Support leadership in aligning HR strategies with broader organizational goals. 

Qualifications and experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field. 
  • Minimum of five (5) years of progressive HR experience, preferably in a startup or fast-paced private sector environment. 
  • Proven experience in recruitment, employee relations, and performance management. 
  • Demonstrated ability to build organizational culture and implement HR systems. 
  • Professional certifications (e.g., SHRM-CP, PHR) are an added advantage. 

Key competencies

  • Strong interpersonal and relationship-building skills. 
  • Excellent communication and conflict resolution abilities. 
  • High level of adaptability and problem-solving capability. 
  • Strong understanding of Rwanda labor laws and HR best practices. 
  • Analytical mindset with ability to interpret HR data and metrics. 
  • Ability to operate both strategically and hands-on in a dynamic environment.
