POSITION SUMMARY
The HR &Admin Manager is responsible for managing the complete employee lifecycle from onboarding to offboarding, with primary accountability for HR operations and HR documentation management. This role will ensure full compliance with Rwanda labour laws while maintaining operational efficiency and positive employee experience throughout their employment journey.
KEY ACCOUNTABILITIES
1. HR OPERATIONS & SYSTEMS
- – Manage day-to-day HR operations and employee lifecycle processes
- – Lead and manage HR system and automation of HR processes
- – Maintain employee records in physical and digital formats
- – Process monthly attendance and leave management through automated systems
- – Handle employment contracts, renewals, and documentation
- – Support payroll processing in coordination with Finance team
- – Prepare monthly HR reports and analytics for management and HO
- – Develop operational SOPs and process documentation
- – Monitor the implementation of the performance appraisal and ensuring that mid- term and annual appraisals are carried out in a timely manner and followed up.
2. COMPLIANCE & POLICY DEVELOPMENT
- – Ensure full compliance with Rwanda labour laws and regulations
- – Develop and localize HR policies in coordination with UAE HO
- – Maintain statutory records and documentation
- – Manage RSSB, PAYE, and other statutory requirements
- – Lead HR audits and compliance checks
- – Handle employee queries and grievances through formal channels
3. RECRUITMENT & TRAINING
- – Coordinate recruitment activities for all positions supporting growth plans
- – Enhance ES Training Program for fresh graduates
- – Develop structured onboarding program
- – Liaise with plant supervisors for training coordination
- – Maintain comprehensive training records
- – Track and report training ROI and effectiveness metrics
- – Build talent pipeline for expansion needs
4. EMPLOYEE RELATIONS & ENGAGEMENT (10%)
- – Design and execute employee engagement calendar
- – Support performance management cycle
- – Maintain positive work environment (protecting zero-attrition record)
- – Coordinate staff events (Labor Day, annual townhall, engagement activities)
- – Implement employee feedback mechanisms
- – Conduct stay interviews and engagement surveys
5. STAKEHOLDER MANAGEMENT (10%)
- – Maintain professional and diplomatic communication with government authorities
- – Coordinate effectively with Finance, IT, Admin, and Operations teams
- – Escalate critical issues, delays, or risks to MD & Head of HR with recommended solutions
- – Build and maintain positive relationships with internal and external stakeholders
- – Represent HR department professionally in all interactions
- – Support HR projects and strategic initiatives as assigned
- – HR reporting monthly, quarterly and annual as required to HR HO
6. GENERAL ADMINISTRATIVE DUTIES
· Responsible for all administrative related matters
- – Manage day-to-day office operations; oversee and coordinate overall office activities
- – Oversee and ensure the effective use of office space and assist with managing facilities and ensure optimal use and determining future needs
- – Provide comprehensive administrative support to the MD, coordinate and maintain the MD’s calendar,
scheduling appointments, meetings, and events.
QUALIFICATIONS & REQUIREMENTS
Education & Experience
- – Bachelor’s degree in human resources, business administration, or related field
- – 3-5 years of experience in HR and administration operations
- – Experience in manufacturing or industrial sector preferred
- – HRIS experience highly desirable
Technical Skills
- – Advanced proficiency in MS Office Suite (Excel, Word, PowerPoint, Outlook)
- – Strong database management and reporting capabilities
- – Basic understanding of payroll and statutory compliance
- – Knowledge of Rwanda labour laws (preferred)

WORKING CONDITIONS
- – Office-based role with regular visits to Bugesera facility
- – Standard business hours with flexibility required for urgent/ad-hoc requirements
- – Handling of confidential and sensitive employee information requiring discretion
