Job Description: General Manager – Ketamine Treatment and Research Center

Position Overview:
The General Manager will serve as the strategic and operational lead of Rwanda’s first Ketamine Treatment and Research Center at King Faisal Hospital. This role is responsible for ensuring the clinic’s financial sustainability, operational excellence, regulatory compliance, and overall growth.
The General Manager will oversee day-to-day operations while driving long-term strategy, partnerships, and funding initiatives. Working closely with clinical leadership and external stakeholders, the role requires a balance of entrepreneurship, strong thinking systems, and a deep commitment to expanding access to high-quality mental health care.
Key Responsibilities:
A. Financial Management & Sustainability
- Lead budgeting, forecasting, cash flow management, and financial reporting.
- Develop pricing strategies balancing affordability, sustainability, and growth.
- Monitor unit economics and improve operational efficiency.
- Oversee procurement, vendor management, and cost control systems.
- Ensure financial compliance with national regulations and donor requirements.
B. Insurance Coverage & Reimbursement
- Lead engagement with public and private insurers to secure treatment coverage.
- Build relationships with regulators and policy stakeholders.
- Prepare documentation and business cases for insurance inclusion.
- Oversee claims processes and reimbursement systems.
C. Grants & Patient Subsidy Funding
- Identify and secure grants, philanthropic funding, and impact investments.
- Develop and manage grant proposals, budgets, and reporting.
- Design and implement transparent patient subsidy mechanisms.
- Maintain relationships with donors and funding partners.
D. Awareness, Growth & Brand Development
- Develop and execute ethical awareness and growth strategies.
- Oversee branding, communications, and digital presence.
- Build referral networks with clinicians, hospitals, NGOs, and employers.
- Ensure all messaging aligns with medical ethics and evidence-based practices.
E. Partnerships & Research Collaboration
- Identify and manage partnerships with universities, NGOs, and research institutions.
- Support clinical research, data collection, and knowledge sharing.
- Lead partnership development from concept through execution.
- Ensure compliance with ethical and regulatory standards in research activities.
F. Operations & Administration
- Oversee daily clinic operations including scheduling, patient flow, and logistics.
- Ensure compliance with health, safety, and data protection regulations.
- Manage administrative systems, licensing, and regulatory engagement.
- Recruit, supervise, and support administrative and operational staff.
- Develop SOPs and systems to support scale and efficiency.
G. Leadership & Strategy
- Serve as the primary non-clinical leader of the clinic.
- Translate vision into measurable goals and execution plans.
- Foster a culture of accountability, integrity, and continuous improvement.
- Report regularly to leadership, board members, and stakeholders.
Qualifications and Experience:
Essential:
- Bachelor’s degree in business administration, Healthcare Management, Public Health, or a related field.
- Minimum of 5 years’ experience in general management, operations, or project management.
- Strong financial management and analytical skills.
- Demonstrated experience in fundraising, grant management, or donor engagement.
- Proven ability to build partnerships and execute complex initiatives.
- Strong operational and administrative management experience.
- Experience working in Rwanda or similar contexts.
- Fluency in English (Kinyarwanda is an added advantage).
Desirable:
- Experience working with insurers, health systems, or policy stakeholders.
- Background in healthcare, mental health, or clinical program management.
- Experience in research partnerships or impact-driven organizations.
