Greater Virunga Transboundary Collaboration (GVTC)

Greater Virunga Transboundary Collaboration is a Mechanism for strategic, transboundary, collaborative management of the Greater Virunga Landscape. Set up by ICCN, RDB and UWA with their partners in the region, it started with ranger collaboration to protect mountain gorillas in Mgahinga, Bwindi, Virunga and Volcanoes NPs in 1991. Later it has expanded in scope (tourism, community conservation and research and monitoring). The area also now extends to central and north Virunga (DRC), Queen Elizabeth, Rwenzori Mountains and Semuliki NPs (Uganda). The Executive Secretariat sits from 2008 in Kigali to coordinate and link stakeholders on behalf of the Protected Area Authorities.

CALL FOR EXPRESSION OF INTEREST

PROVISION OF MEDICAL INSURANCE SERVICES & GROUP TRAVEL INSURANCE 2026


1. BACKGROUND

The Greater Virunga Transboundary Collaboration (GVTC) is an intergovernmental organization established through the GVTC treaty signed in 2015 between DRC, Rwanda and Uganda. GVTC is a Transboundary Collaboration Framework for programs and activities on wildlife conservation and tourism development within the Greater Virunga Landscape, which covers the Central Albertine Rift (CAR) and is shared by the three countries of the Democratic Republic of Congo, Rwanda and Uganda. 

GVTC’s mission is to enhance the sustainable conservation of ecosystems and biodiversity and improve people's well-being through peaceful, strengthened transboundary collaboration in the Greater Virunga Landscape through effective transboundary collaboration.

 GVTC works with and through partners towards synergizing the conservation efforts across the three countries.The Greater Virunga Landscape includes seven national parks and one wildlife reserve along the shared borders of the three countries. 

The Vision of the Greater Virunga Transboundary Collaboration is: “The Greater Virunga Landscape sustainably conserved for the benefit of people and nature.” At the same time, the goal is: “By 2033, enhanced transboundary collaboration will enable inclusive and strengthened ecosystem and biodiversity conservation, improved quality of life for people, and resilient ecosystems in the Greater Virunga Landscape.”


2. PURPOSE & INSTRUCTIONS TO BIDDERS

GVTC invites all registered medical insurance providers in Rwanda to submit competitive proposals for the Provision of Staff Medical Insurance Services for 2026, with East African Community (EAC)-wide access and 100% coverage.

This tender will result in a contract with the selected provider for a period of twelve (12) months, from January 1, 2026, to December 31, 2026, with the possibility of extension based on performance and mutual satisfaction.

Participation is open to all qualified and registered entities specializing in medical insurance. By submitting a proposal, bidders accept the terms of this tender and waive any conflicting conditions.

3. ADMINISTRATIVE REQUIREMENTS

  • Signed, dated, and stamped submission letter
  • Company profile including: 
    • Legal name and full address
    • Location and branch details
    • Products/services offered
    • Leadership team
    • Contact information (telephone, email, website)
  • Certified copy of Trade License from RDB
  • Certified copy of license issued by the Central Bank of Rwanda (BNR)
  • Valid and notarized Tax Clearance Certificate from RRA
  • Proof of Electronic Billing Machine (EBM) usage
  • List of partnered medical service providers in Rwanda, Uganda, and DRC, including: 
    • District-wise location
    • Telephone and email contacts

4. TECHNICAL SPECIFICATIONS & BENEFITS

The proposal must clearly outline:

  • Geographical coverage and limit of coverage
  • Medical conditions covered
  • Reimbursement procedures for necessary medical expenses
  • Inpatient and outpatient services
  • Eye care and dental care coverage
  • Group travel insurance details, if applicable

5. SUBMISSION DEADLINE:

Proposals must be submitted by email to es@greatervirunga.org , with a copy to rkabeya@greatervirunga.org , no later than 13th November 2025 at 17:00.
Alternatively, sealed envelopes may be delivered to the GVTC office at:
