Greater Virunga Transboundary Collaboration (GVTC)

Greater Virunga Transboundary Collaboration is a Mechanism for strategic, transboundary, collaborative management of the Greater Virunga Landscape. Set up by ICCN, RDB and UWA with their partners in the region, it started with ranger collaboration to protect mountain gorillas in Mgahinga, Bwindi, Virunga and Volcanoes NPs in 1991. Later it has expanded in scope (tourism, community conservation and research and monitoring). The area also now extends to central and north Virunga (DRC), Queen Elizabeth, Rwenzori Mountains and Semuliki NPs (Uganda). The Executive Secretariat sits from 2008 in Kigali to coordinate and link stakeholders on behalf of the Protected Area Authorities.

CALL FOR EXPRESSION OF INTEREST

PROVISION OF GENERAL INSURANCE SERVICES FOR ASSET COVERAGE

1. BACKGROUND

The Greater Virunga Transboundary Collaboration (GVTC) is an intergovernmental organization established through the GVTC treaty signed in 2015 between DRC, Rwanda and Uganda. GVTC is a Transboundary Collaboration Framework for programs and activities on wildlife conservation and tourism development within the Greater Virunga Landscape, which covers the Central Albertine Rift (CAR) and is shared by the three countries of the Democratic Republic of Congo, Rwanda and Uganda. 

GVTC’s mission is to enhance the sustainable conservation of ecosystems and biodiversity and improve people's well-being through peaceful, strengthened transboundary collaboration in the Greater Virunga Landscape through effective transboundary collaboration.

 GVTC works with and through partners towards synergizing the conservation efforts across the three countries.The Greater Virunga Landscape includes seven national parks and one wildlife reserve along the shared borders of the three countries. 

The Vision of the Greater Virunga Transboundary Collaboration is: “The Greater Virunga Landscape sustainably conserved for the benefit of people and nature.” At the same time, the goal is: “By 2033, enhanced transboundary collaboration will enable inclusive and strengthened ecosystem and biodiversity conservation, improved quality of life for people, and resilient ecosystems in the Greater Virunga Landscape.”

2. PURPOSE & INSTRUCTIONS TO BIDDERS

GVTC seeks for Proposals from service providers for the provision of general insurance services for its properties and assets. GVTC owns properties/assets that require general insurance cover against risks that may occur. GVTC wishes to engage an eligible insurance company to provide general insurance covering its assets in 2026. For ongoing insurance Insurer and Insure will negotiate how manage transition; for assets that need insurance for the remaining months of 2025 it will negotiate in contract. Insurance period is to be merged with GVTC financial year starting 1st of January to end 31 December.

5. ELIGIBILITY 

  1. The Company/firm MUST be registered and compliant insurance Regulatory Authority – (Certificate of registration from IRA). 
  2. Provide certificate of incorporation /Registration. 
  3. Documented evidence of the company’s claim settlement of similar assets. 
  4. The Company Must have provided general insurance for the last ten years. 
  5. Evidence of Re – Insurance approval letter from IRA – 2025. 

6. EVALUATION OF PROPOSALS

Submitted proposals will be evaluated by GVTC’s Tender Committee and will consider the following evaluation criteria:

  1. Vendor is independent and without conflict of interest regarding any other work performed by the GVTC.
  2. The Vendor adheres to the instructions in this call.
  3. The Vendor’s qualifications, experience, size and location.
  4. The Vendor’s experience and performance on comparable service
  5. Effective Cost

7. SUBMISSION DEADLINE:

Bidders meeting the above criteria, are requested to submit their proposals electronically by Email: es@greatervirunga.org with a copy to rkabeya@greatervirunga.org or in a sealed envelope at the Greater Virunga Transboundary Collaboration office in Kigali City - Gasabo District – Remera Sector- Gishushu KG 9 Av #1A RDB Building; P.O. Box 6626 Kigali-Rwanda, no later than 13th November 2025 at 17:00.
